Ranchi High Court to hear the JPSC 4th PT case on Sept-7


Ranchi, Sept,5 : All eye will be towards Jharkhand High Court on September 7  when once again the most controversial issue associated with JPSC 4th Civil Services  PT result will be listed in the cause list of the bench of Justice Alok Singh.

Earlier a Writ petition (5860/2011) was filed against the result of 4th JPSC PT result by aggrieved students who has alleged the JPSC on its malpractices while conducting the PT examination and attached proper evidence in support of their allegation.

The main allegations were the repetition in some optional papers from UPSC previous year  Civil Services Examination, Adaptation of faulty scaling system by commission that inflated the marks of student above maximum marks , errors in result publication and faulty model answer despite of the revision will be showcased before the court and court will decide the fate of the examination.

Although several separate writ were filed by citing above matter, in the mean time JPSC has released the result of PT based on the revised model answer (which is yet to be disclosed) and successfully conducted the mains examination whose result will soon released.

As most of the matter is yet to be disposed by the court  amid proceedings are running with snail pace the fate of the examination is uncertain all candidates who appeared in the mains and those waiting for cancellation of the examination having no clue.

Bihar Staff Sellection Comission conducted the excise sub- inspector examination guess the cut off


Bihar Staff Sellection Comission  conducted the excise sub inspector recruitment examination on 2nd September 2012.

Candidates reported it as comparitively tougher examination as per some serious students the cutoff of the examination is expected about 225.

Candidates feels that English paper was bit challenging and General study paper was also having some challenging question comparing to the previous standards. 

Comission will release the model answer key of the excise sub inspector recruitment examination 2012 on its web site.

Bihar Public Service Commission (BPSC) interviews free of discrepancy


Patna, Sept,1: If any one facing an interview conducted by the Bihar Public Service Commission (BPSC) he can be rest assured of the impartiality of the board members holding the interview. For, the BPSC does not provide the candidate's personal details, like candidate's name, fathers name, category information etc, of the candidates to the board members.

BPSC had introduced this system in the 47th combined competitive examination for Bihar administrative and allied services, the new system particularly aims to nullify even the remotest possible chance of bias on the part of board members.

The Personal details of applicants may lead to some bias as it sometimes reveal his/her caste and other information about his/her background, but absence of such information would not allow any bias to creep in at the time of interview what candidates have alleged in past .

The board members who are involved in interview are not permitted to ask name or father's name of the candidate during the course of interview and for them the candidate's only identification is his/her roll number.
The BPSC conducts basket of examinations to select aspirants for prime jobs in the Bihar government and it is probably first such body in the country to have introduced such a system.

"Some of the board members resisted the idea initially claiming that lack of identification might create problems during the course of the interview, but after conducting the interview they changed their views and one of them opined that the system should also be introduced at the Union Public Service Commission (UPSC)," this is what the BPSC officials said to the media way back when they effected the norms make interview free and fare.

Incidentally, BPSC has introduced yet another system which pertains to inviting experts from outside the state to conduct interviews. While the board is headed by one of member of BPSC, other members are invited from reputed institutions like IITs, Delhi University (DU) etc. 

The retired bureaucrats, and educationists who have served in other states, are invited to the BPSC interview board. The commission also ensures that every time there is an interview, new faces are invited. The BPSC has sealed the remotest possibility of candidates having any link with board members so it looks like a fare deal.

BPSC is not only wanted to be transparent in its functioning rather it also wants to be visible to the candidates

Bihar Registration Services an Introduction



Registration Department came into existence vide Government of Bihar Resolution No. 1724 dated 28-August-1991. Prior to it, it was a part of Revenue Department. The department is headed by a Minister at political level while at the bureaucratic level, Departmental Secretary is at its head.

At the lower level after getting allotment in BPSC officer will appointed as Sub-Registrar and after several promotion they can go up to Inspector General

Bihar Revenue Service (BRS) and Bihar Rural Development Service (BRDS) an Introduction


With the objective to improve governance, Bihar government has created two new state level services  including Bihar Revenue Service (BRS) and Bihar Rural Development Service (BRDS).

These services are going to met the shortage of the Block Development Officers (BDOs) and Circle Officers (COs) in the Bihar who plays pivotal role in the development.

The land related cases are disposes by the CO’s in the state. The Bihar Public Service Commission will make the recruitment to the services through the combined competitive examinations.

The total strength of in the basic cadre of Circle Officers and equivalent grade officers in Bihar is 886.
According to the service circular 75% of the vacancy in basic cadre will be filled directly while the remaining 25% will be filled through promotion from lower ranks of “Kanungo” and “Land Solution Officer”.

The successful candidates will not get direct appointment as CO after passing the BPSC examination but it will be appointed after the first promotion , followed by district land reform officer (DCLR) in second promotion for three years.

The total sanctioned post of COs and equivalent grade is 801 and that DCLRs and equivalent grade is 134 in the Bihar.

However in ongoing 53rd -55th Bihar Public Service Commission combined competitive examination no post for the Revenue Services will be recruited.

Similarly another important services Bihar Rural Development Service (BRDS) the successful candidate of Bihar Rural Development Service will be appointed as Block Development Officer (BDOs) or Executive Magistrate after three years of service as rural development officer (RDO).

The pay scale of BDO and RDO will be same as Rs. 9300- 34800 in pay band II but their grade pay wil be different.

The BDO can be promoted to the post of assistant project officer (APO) and they can go up to the rank of assistant director.

The promotion posts have been categorized in five groups and a person can move up to the post of additional director.

BPSC 53rd -55th Examination Update, Paper Checking, Number of Vacancy, Result, Scaling Information



Patna, Aug, 23: The 53rd to 55th BPSC Combined Civil services Examination to recruit at 741 premier posts under various offices of state government were successfully conducted between May 26 to June 14 at various centers at Patna.

About 15000 candidates were participated in the Mains examination amongst them 2000 candidates will be invited for the interview because according to circular of BPSC 2.5 times candidates against the number of are declared successful for the final stage.

The numbers can go higher in case if few candidates have same marks on cut off line and further vacancy get added into the recruitment list as it happened in 48th 52nd BPSC examination when 19 education services vacancy was added even after declaration of mains result.

Paper Checking Process: BPSC forging ahead with its plans to check the papers as soon as possible given the size of the examination about 105000 papers to be checked before result will be declared .It is a mammoth task before BPSC to effectively execute their plans in timely manner.

As per latest information available General Studies and Hindi Compulsory Papers has been checked and Optional are getting evaluated at brisk pace.

The result will be declared one month after completion of paper evaluation because decoding and preparation of merit lists preparation is a time consuming process.

Given the trend of the previous year when 48th 52nd Mains Examination was held in May -June and result was declared in February taken total seven month.

It was learned that Candidates positively expect the result in November -December 2012 because this time BPSC looking to finished the process at faster speed because government has indicated that that before general election of 2014 56th to 57th BPSC will be finalized.

Patna High Court also asked the clarification from the commission that why BPSC is conducting multiple batches together, however BPSC filed their reply by saying that it was the Government decision which was approved by Bihar Cabinet.

Cut Off For The 53rd 55th Mains examination: The past trend of BPSC suggest the cutoff to land between 725 to 750 but given the current condition backed by record number of vacancy (741), Clash of BPSC and JPSC mains examination schedule, busy season of UPSC -CSAT, UPPSC PT, RAS PT and Decision of BPSC to tame the abnormal marking pattern in some selected subject under the lights of Patna High Court Query will have their strong say in cutoff.

Considering the previous trend and current situation cut off could land below 700 marks.

Scaling Matter: The buzz is rumoring that the BPSC will adapt scaling system to tame the abnormally higher marks in the certain optional paper however it is not possible because BPSC conducts examination through a well laid circular any change in the process of examination needs change in the current circular so it is obvious that scaling is not in the reality.

But given the interest of Patna High Court eye in abnormal marking matter BPSC certainly mulling to get rid of this issue by directing the examiners to take while evaluating certain optional.

JPSC Scam: 19 Dismissed Officials to get Reappointment


Ranchi,Aug,21:Under the lights of the Apex Court Order previously dismissed administrative officers are trying to get in to the services.

The resourceful dismissed officers including brother of deputy CM has managed to send their reappointment file to the CM office but CM seeks legal opinion on this matter as said by AG.

An entire effort seems to get failed as AG didn’t support the decision to reappoint them due to technical reason.

The Jharkhand Government had asked for legal opinion in the matter which has already been given to the Jharkhand Government," revealed Advocate General of Jharkhand Anil Kumar Sinha.

The State Government askes for the clarification on the 19 officers including brother of deputy Chief minster's brother who had earlier been dismissed by the Jharkhand Government after they were found to have adopted unfair means for getting selected in Civil Services Examination of JPSC," added the AG.

As per sources, the 19 officers were also trying to get advantage from the SC order despite the fact that they had been dismissed by the Government way back. However, the relief given by the SC was only for the other 147 officers, they added.

Uttarakhand Public Service Commission to get Online form Facility



Hardwar,Aug,19: Uttarakhand Public Service Commission(UKPSC) is going to unveil an online service for filling up the application forms for the candidates. 

Till today, applicants had to purchase forms and send it through mail to the Commission for a thorough scrutiny. But now, the Commission is going to make the entire process hi-tech for the applicants.
The work was entrusted to the NIC which has prepared a new software and it is negotiating with a nationalized bank to offer this service.
Online facility would be started once the Commission reaches an agreement with the bank.
Now those wishing to appear in the Public Service Exams in the state would be able to submit their forms as well as fees through online service. For the time being, the Commission would provide online service for interview only.
However, for written exams the PSC would provide this facility in a phased manner.
With the new software to be put in place, errors would come down and software would trap mistakes so that they are corrected soon.
There would also be no risk of forms being torn and cut if they are are filled up online.
As per sources, this facility would be introduced by the end of the current year.

Ranchi, Aug, 18: Jharkhand Public Service Commission (JPSC) that facing allegation regarding their inefficiency to conduct the examination as all examination conducted by commission facing controversy has finally decided to change their outsourcing partner.

The decision came due to latest controversy that defamed some political leaders including Sibu Soren in the question of recently conducted junior engineer recruitment examination.

JPSC was using the services of MeritTrac Services Private Limited to frame the questions and other support.

MeritTrac is a Bangalore based company that provides examination process and assessment solutions to Educational Institutions, Government / Public Sector and Corporate. Started in 2000, MeritTrac has been pioneer in assessments and has delivered numerous innovative solutions.

Prior to MeritTrac another agency, Kendriya Bhandar, dealing basically in grocery business, was selected for the job. The one year tenure was marred with several mistakes and brought disrepute to already dented reputation of the JPSC.

Not Again ! JPSC Latest Model Answer same story again

JPSC  has divulged the Model Answer Key based on that mains examination was conducted ,It is learned that the Key submitted in High Court still have errors.

JPSC  experts of Public Administrative Optional subject has given wrong answer for the very basic question asked in the Public Administration.

In its re-revised new model answer of Public Administration, JPSC has altered nine questions from the 100 question asked in the PT amongst them 4 question has been deleted while answer of 5 question has been changed.

JPSC to declare Mains Result cut off will be lower


Ranchi,Aug,8:Jharkhand Public Service Commission (JPSC) is in advance stage to release the result of 4th Civil services Mains examination.

According to sources close to the development JPSC has already completed the evaluation of the papers a month back except the regional paper.

Taking lesions from their past mistakes JPSC don’t want to take any chances to commit any clerical or typological mistakes while releasing the result.

Other way matter is still in the court as several cases are pending against the irregularity in the PT result.
As far as cut off in the mains examination is concerned it will land between 680 to 700 given the past history of high marks in the regional papers, however if JPSC will take some measure to tame the regional paper then cut off will reduce further.

JPSC Scam: SC Gives Relief to the Debarred officers


New Delhi, Aug, 8: Supreme Court of India on Tuesday stayed the Jharkhand high court order in which it had directed the State Government to debar all the officers, who were appointed by JPSC after controversial 2nd civil services examination, from office and stop their salary.

The SC directive has brought big relief to a 147 officers of state administrative services in Jharkhand.

Commenting over the reports Chief secretary S K Chaudhary said that they had not received the copy of the SC directive. "Unless we receive the order of the Supreme Court we will not be in a position to make any comment on the matter. Let the order come only then we will take any decision," said an officer.

BPSC Interview Basics for the Applicants

Bihar Public Service Commission (BPSC) has successfully conducted the 53-55th Mains examination in June 2012.

The evaluation of mains answer sheet is in midway, and BPSC is all set to complete the process by year end. So applicants can expect the mains result latest by the end of 2012 as per the proportional system about 2000 student will be interviewed for 741 post.

The interview holds 150 marks and a good performance can give you up to 120 marks which will be important to see your name in merit list.

Shri K. C. Saha, Hon'ble Chairman,Shri Syed Imtiaz Uddin, Hon'ble Member,Shri Rajyabardhan Sharma, Hon'ble Member will be chairing the board of interview each board contains five members including chairman.

The initial questions are generally asked based on your bio-data; about your post choices and why exactly you want to opt for the public services after the sellection.

To begin the interaction, the interview board generally asks a candidate to briefly describe about himself/herself.

The questions are asked associated to your name like the meaning of your name, surname, the reason for carrying a long surname or surnames if anybody has and some fact about the famous personality which has same name as you.

Candidates must prepare some important events linked to the year or the date of your birth. A big chunk of the questions are mainly from what you have filled in your form including your Optionals, hobbies, service preferences opted by you etc.

Thus you are expected to put more efforts on the interview as a test of logic and presentation and general awareness rather than a pure subjective or factual knowledge however experts may ask some factual as well.

Applicants needs to research well on your hobby that you mention on your background. Questions are asked on the reason for your pursuing such a hobby.

Applicants are expected to be aware of the burning topics that cover National and International news events. You will be asked on some  issues which is in limelight and at the same time applicants will be judged with their opinion so making rational opinion is the key to crack this test.So applicants must have to build a fair base on the current topics.They also make an analytical strength while answering in interview board.

Questions are asked on  profession/professions/existing job is one is teacher, than he could be asked questions on any ongoing issues associated with education field. If one have economics background, than you will be tested on the current economic/stock market/European debt crisis/foreign trade etc.

The Interview board may ask you about the applicability of the current profession  of the applicant if he will be in the Public Services in Bihar. So, applicants are expected to prepare well on all the possible questions relating their past and present careers.

Situational reaction questions or SRT may also crop up in the interview, for example, the interviewers may ask you a question throwing a typical situation in front of you and they would ask you how you would be dealing effectively with the given situation.

The question might be something like if you were the SDM/DYSP of Patna/Betiah/Badd/ what would you do after the public clash in the city? So, you are supposed to develop an analytical and foreseen thinker mind to face the Public Service Commission interview.

BPSC Interview questions range from the questions regarding applicant’s choice of Optional subjects to why you want to join the civil services in Bihar.

Applicant must Carry themselves well in well dressed ,groomed manner because it will have lasting impression.

BPSC Mains Paper Evaluation Going Ahead result by year end



Bihar Public Service Successfully Conducted the 53-55 Mains examination, as per information coming out from the commission that the paper checking process is going on.

Hindi paper which was of qualifying in nature has been checked and now commission has started evaluation of GS and optional paper.

Although it is quite early to comment but BPSC is trying to finish the complete process in current calendar year.

BPSC is also under High Court pressure that issued a so cause notice to the commission regarding the combined examination of various years.

At the same time BPSC also looking to create the level playing field as few optionals had god extraordinary marks in the past.

BPSC 53-55 Mains cut off could realize around 700


BPSC has conducted the mains examination successfully although some typological errors were seen in the question papers, till now the applicants have evaluated their performance till so I am starting the discussion board to find out the consensus opinion about the cut off in the mains examination.

The total number of seats is 741

About 30% student was absent it means about 14000 students appeared in mains examination.

Previous years Cut Off's in BPSC Examination

  • In 47th BPSC Examination it was 731
  • I n 48-52nd BPSC Examination it was 742 against the Vacancy of 388
  • In 46th BPSC Exam cutoff was 715

Current year question pattern was bit different to break the trend in GS under which statistics was complex and time consuming for arts student.

BPSC is going to implement some moderation tool to make level playing field after the guidance of Patna HC to arrest some additional advantage to some optional papers.

The central statically tendency reflects that this time there r many reasons of cutoff will land in the bands of 680-720 because seats are more.

CBI finds fraud in JPSC Exams


The Central Bureau of Investigation (CBI) has filed five cases of irregularities in appointments of state administrative officials, lecturers and doctors, an official said Friday.

"Total five cases have been lodged in different examinations conducted by the Jharkhand Public Service Commission (JPSC). The FIR has been lodged against former JPSC chairman Dileep Prasad, its members, and 19 administrative officials selected through second JPSC examination in 2006-2007," a CBI source told IANS.

The Jharkhand High Court, hearing a public interest litigation (PIL) in June, had ordered a CBI probe in all the examinations conducted by the JPSC since its formation.

Till now the JPSC has conducted three examinations of administrative officers, one for lecturers and one for doctors among others.

After the second JPSC exam results, the unsuccessful candidates had made hue and cry alleging irregularities in appointment of the administrative officials.

The state government handed over the probe to the state vigilance department in 2009, based on which 39 officials were dismissed in 2010.

Dileep Prasad and JPSC member Shanti Devi are in jail in connection with the irregularities in these JPSC examinations.

CBI Registers FIR Against More Than 75 People In JPSC Exams


Ranchi, July,7: Central Bureau of Investigation (CBI) has registered the FIR soon after they found fraud in the recruitment process against more than seventy five people associated with twelve examinations conducted by JPSC, within a month after Jharkhand High Court directed the CBI to probe the examinations as they were found to be allegedly tainted.
CBI on Friday lodged the FIRs related with five examinations and began preliminary investigation into seven others, according to sources in the central probe agency.

Making the second JPSC examination as the point of contention for being tainted, Ranchi High Court had on June 14 directed a investigation into as many as twelve various examinations conducted by the JPSC.

The court had also ordered all officers, except a woman officer, who had appointed through JPSC-II examinations and got posted in various departments to stop work till CBI concluded its investigation and their salaries be stopped as the combined competitive examination was found to be tainted.

After the JPSC exam results, the unsuccessful candidates had made hue and cry alleging irregularities in appointment of the administrative officials.

The state government handed over the probe to the state vigilance department in 2009, based on which 39 officials were dismissed in 2010.

Ranchi High Courts Orders CBI Investigation in JPSC Recruitment Case




Ranchi: Giving biggest blow to the government and Comission Jharkhand High Court directed the CBI to investigate selection of candidates through the 2nd combined examination conducted by the JPSC .

Hearing on multiple petitions challenging the 2nd JPSC Civil Services Examinations, the division bench of Justice D N Upadhyay and Justice R K Merathia ordered all the appointed officers posted in various  departments under the state government, barring a lady, to stop work till the CBI concludes its investigation as the combined competitive examination was found to be tainted.

The bench also directed that payments of the officers must be stopped until the probe process was completed. 

JPSC is facing all around criticism from the experts and candidater about their style of working as in the current set if examination despite of fact multiple cases are under hearing JPSC has gone ahead and conducted the mains examination the applicants are still confused over the validity of the 4th mains examination.

JPSC 4th PT case High Court will decide on May 16


Ranchi, May, 9: Terrible time for the JPSC aspirant is nowhere near to end as JPSC has decided to go ahead with their mains programme amid hearing of the irregularity in examination conducting process is going in the high court.

Government disinterest in the JPSC recurrent method further meshing the situation because no one want to touch scam laden, dented, inefficient malfunctioning organization of Jharkhand.

JPSC is has lost the opportunity to wash their earlier dirt under the chairmanship of Shiv Basant, the recent administrative decision of Chairman has further dented the already defamed JPSC.

However during the hearing the on May 8th court has theoretically told the commission during the discussion that they can’t take mains examination till the hearing gets over.

Case number 7692/11 by Sandeep kumar and other and Case number 807/12 by Vikash Anand and other is scheduled on 16 May and from 19 May se court is in holiday.

The applicants are aggressively looking for the development in the several case filed against JPSC in 4th PT case which is going through the snail pace.

The date game is continue in the Ranchi High Court as far as JPSC 4th PT matter is concerned.

The 4th JPSC case will come before the high court on 16 May and mains examination will be held from May 25.

It seems that JPSC wants the date to be extended till the mains examination, once it will be conducted successfully and then they can put further pressure on the court by claiming that the mains examination has been taken so consider the fate of the applicant.

The situation is emerging like a popular quote about the Indian Judiciary system that "Justice delayed is Justice denied" In this case it seems true.
