रांची : द्वितीय जेपीएससी नियुक्ति घोटाले की सुनवाई गुरुवार को हाईकोर्ट में पूरे दिन चली। न्यायमूर्ति आरके मेरठिया और न्यायमूर्ति डीएन उपाध्याय की खंडपीठ में सुनवाई के दौरान इसी मामले के साथ टैग बुधदेव उरांव की जनहित याचिका पर पक्ष रखते हुए अधिवक्ता राजीव कुमार ने अदालत से निगरानी जांच पर भरोसा नहीं होने की बात कही। उन्होंने पूरे मामले की जांच सीबीआइ से कराने की मांग की। प्रार्थी की ओर से बताया गया कि अब तक जेपाएससी ने जो भी परीक्षाएं ली है, सभी में गड़बड़ी का आरोप है और लगभग सभी में जांच चल रही है। बर्खास्त लोगों की ओर से अदालत को बताया गया कि बगैर नैसर्गिक न्याय के सिद्धांत का पालन किए गलत तरीके से यह निर्णय लिया गया है।
148 लोगों की ओर से पक्ष रखते हुए अदालत को बताया गया कि उनकी नियुक्ति सही है। उस बैच में जिनकी नियुक्ति में गड़बड़ी पाई गई थी, उनकी सेवा समाप्त की जा चुकी है। इसलिए सभी को नोटिस किया जाना गलत है। विदित हो कि द्वितीय बैच में 172 लोगों की नियुक्ति की गई थी। इसमें से पांच ने सेवा में योगदान नहीं दिया। निगरानी जांच के बाद अगस्त 2010 में 19 लोगों को बर्खास्त कर दिया गया था। इसमें उपमुख्यमंत्री सुदेश कुमार महतो के भाई मुकेश कुमार महतो, पूर्व मंत्री राधा कृष्ण किशोर के भाई राधा प्रेम किशोर सहित कई बड़े लोगों के सगे संबंधी थे, हालांकि जो लोग अभी काम कर रहे हैं, उनमें भी कई अधिकारी बड़े लोगों के सगे-संबंधी हैं। याचिकादाता की ओर से बहस करते हुए अधिवक्ता ने यहां तक कहा कि द्वितीय जेपीएससी सिविल सेवा परीक्षा के तहत बहाल किए गए अधिकारी अब और अधिक धांधली कर रहे हैं। वे लोग मनरेगा में भी लूट मचाए हुए हैं। उनको मालूम है कि उनको बर्खास्त कर दिया जाएगा। इसलिए वे राज्य को लूट रहे हैं। यदि वे सेवा में रहे तो लूट ऐसे ही चलती रहेगी। इसलिए इस मामले की सीबीआइ जांच आवश्यक है। सीबीआइ जांच होने पर निगरानी के कई अधिकारी बेपर्दा हो जाएंगे क्योंकि उन लोगों ने भी गलत राह अख्तियार कर अपने स्वजनों को नियुक्ति दिलाई।
राज्य सरकार के बर्खास्तगी आदेश को हाईकोर्ट में चुनौती दी गई थी। हाईकोर्ट की एकल पीठ ने सरकार की बर्खास्तगी आदेश को रद करने का आदेश पारित किया था। सरकार की ओर से एकल पीठ के आदेश को एलपीए दायर कर चुनौती दी गई है। इस पर सुनवाई करते हुए हाईकोर्ट ने सरकार से पूछा था कि यदि पूरी नियुक्ति प्रक्रिया ही गलत है तो क्यों नहीं पूरी परीक्षा ही रद कर दी जाए। मामले की सुनवाई सोमवार को भी जारी रहेगी। अब इस मामले में सरकार की ओर से पूरी बहस का जवाब दिया जाएगा

The Jharkhand Public Services Commission (JPSC) is relying on Indian Statistical Institute to figure out where it stands on the credibility meter.
On Tuesday, the JPSC informed Jharkhand High Court that it had sent its answer sheets of the fourth civil services examination (preliminary test) to Indian Statistical Institute-Calcutta to verify the merits of the scaling system of awarding marks, and were waiting for the reputable cradle’s reply.
A division bench of Chief Justice Prakash Tatia and Justice Aparesh Kumar Singh was hearing a public interest litigation (PIL) filed by Sanjeev Kumar and Vishal Anand, who had challenged the scaling system of evaluation followed by the JPSC.
The petitioners stated that the scaling system was faulty and that the Commission had not applied the correct formula to evaluate the answer sheets.
The petitioners further said that the JPSC had published the notification to recruit as many as 219 posts on February 18, 2010 and conducted the preliminary examination on March 23, 2011, more than 13 months later.
There are 23 subjects under the JPSC. The commission came under the scanner when the final tally of several students who cleared their preliminary test exceeded the maximum marks.
For instance, some examinees scored as much as 234.96 in their optional paper that carried a maximum of 200 marks. The petitioners said that the exam should be cancelled as many questions were repeated and the formula was faulty.
The petitioners’ counsel told the court that in all its earlier examinations, the Commission had not implemented the scaling system and even the Supreme Court had observed in one of its decisions that the innovative scaling system has created huge disparities among the examinees.
The JPSC however defended the scaling method adopted by it to mark the examinees.
It stated that the process was fair and widely accepted.
“The scaling system is like the socialist system. It rationalises the wide disparity in the marks obtained across different subjects. It is the acceptable norm of statistics and being followed by the other state commissions as well,” argued controller of examination Rati Kant Jha.
Elaborating further, Jha said that the total number of marks scored by all candidates in the exams was divided by the number of applicants. Similarly, the total marks of all students in any one subject is added and then divided by the number of examinees of that particular subject for a mean average.
Then both the figures were put in a statistical formula to ascertain the percentage of successful candidates. “The aspects of the formula and calculation are being handled by experts of BIT Mesra,” Jha said.

dear friend Gaurav 4th JPSC main ka result abhi bhool hi jao to achha hai kyonki Ranchi high court ne isse related case par decision aane tak JPSC ko Main exam ka result published nahi karne ka order diya hai. next hearing 2 August ko hai. agar JPSC dwar court ko submit kiye janewale revise modal answer me koi galti hui to main cancell karke dobara lene ka decision aayega.

Statistics cradle to rate JPSC scores
The Jharkhand Public Services Commission (JPSC) is relying on Indian Statistical Institute to figure out where it stands on the credibility meter.
On Tuesday, the JPSC informed Jharkhand High Court that it had sent its answer sheets of the fourth civil services examination (preliminary test) to Indian Statistical Institute-Calcutta to verify the merits of the scaling system of awarding marks, and were waiting for the reputable cradle’s reply.
A division bench of Chief Justice Prakash Tatia and Justice Aparesh Kumar Singh was hearing a public interest litigation (PIL) filed by Sanjeev Kumar and Vishal Anand, who had challenged the scaling system of evaluation followed by the JPSC.
The petitioners stated that the scaling system was faulty and that the Commission had not applied the correct formula to evaluate the answer sheets.
The petitioners further said that the JPSC had published the notification to recruit as many as 219 posts on February 18, 2010 and conducted the preliminary examination on March 23, 2011, more than 13 months later.
There are 23 subjects under the JPSC. The commission came under the scanner when the final tally of several students who cleared their preliminary test exceeded the maximum marks.
For instance, some examinees scored as much as 234.96 in their optional paper that carried a maximum of 200 marks. The petitioners said that the exam should be cancelled as many questions were repeated and the formula was faulty.
The petitioners’ counsel told the court that in all its earlier examinations, the Commission had not implemented the scaling system and even the Supreme Court had observed in one of its decisions that the innovative scaling system has created huge disparities among the examinees.
The JPSC however defended the scaling method adopted by it to mark the examinees.
It stated that the process was fair and widely accepted.
“The scaling system is like the socialist system. It rationalises the wide disparity in the marks obtained across different subjects. It is the acceptable norm of statistics and being followed by the other state commissions as well,” argued controller of examination Rati Kant Jha.
Elaborating further, Jha said that the total number of marks scored by all candidates in the exams was divided by the number of applicants. Similarly, the total marks of all students in any one subject is added and then divided by the number of examinees of that particular subject for a mean average.
Then both the figures were put in a statistical formula to ascertain the percentage of successful candidates. “The aspects of the formula and calculation are being handled by experts of BIT Mesra,” Jha said.

Mains exam cancel hoga itna to tay hai,dosto bina model ans diye ye basant ji exam le rahe hai,or hmari judiciary ise sahi thahra rahi hai,ye kahan ka nyay hai,gen me 100sit hai or 200 ldke apear hue hai btaie inlogo ko muft me na noukari mil rha hai..kya yah sahi hai itna aasani se kisi ko bdo or dsp bna dena.

Expected cut-off for jpsc mains is 600 to 650.
Bhai total 1600 ldke xam me apear hue hai apko kya lagta hai 600-650 me mains ho jaega,mujhe to ni lagta,cut-off 700+ jaega...aise avi to sala mamla court me hi fasa hai kahin pure process pe waat na lag jae..!
3rd jpsc mains ka cut off 702 tha. Iss bar 650 se adhik nahi hoga.

shiv basant has showed to all that its writ pnorevails and jpsc has not to fear anybody-be it court/ or general aspirant-or even any government decisions/policy in any sorts of irregularities commited by it- all friends who have appeared in the mains should think in a rational manner and be ensured that they have to write mains once again after the court's final verdict in the matter-

I agree with the view of mr.ashoke tiwari-ranchi-all those who have appeared in the jpsc mains will have a good practice in writing exam paper in actual situation and hope that in the re-exam of 4th jpsc mains, they will do more fair than now-mr raj's comment on mr ashoke tiwari shows that there are many undeserving and ignorant candidates on this blog who do not understand the basic views expressed by any person against the malady-there will be a long fight for the justice in the court of law

jo bhi jpsc mains deye hai unko jyada khus hone ki jarurar nahi-siv basant khud ye baat janta hai ki injustice to ho gaya-par usne to upni jpsc ki responsibility ko dekhai hai ki usne exam to le liya-chahe galat ya sahi- ub court ise cancel kar de to kya-low turnover in the exam shows how uncertain this exam was- even candidates knew this fact-jisne bpsc opt kiya unke liye good news hai ki unhone good decision liya- now they can also appear in the jpsc mains on its cancellation by the court-whether Hcourt or the Scourt- anyhow siv basant ne candidates ka carreer apne ego ke liye disturb to kar hi diya hai-lets hope for the best outcome in this malady-
Yahi kar ke apna time kharab karte rahoge to 5th me bhi pass nahi karoge bhai. Court me emotion nahi evidance dekhe jate hai. Hona rahta to ab tak ho gaya rahta. Padho likho kam dega. Ajay chaudhri to neta hai netagiri kar raha hai ab bhi nahi samjhe to bhitar chale jaoge.

History IInd paper was really very difficult ,Yadi mains mein scaling nahi huyi to history walo ka future dark hain.History to approx 1000 students ka optional hain.

JPSC MAIN EXAM 25 JUNE KO CANCELL HONE KE PURE AASAR HAI. RANCHI HIGH COURT ME JPSC NE JO AFFIDAVIT SUBMIT KIYA HAI USME P.T. KE QUESTION PAPER KE REVISED MODEL ANSWER ME KOI GALTI NA HONE KI BAAT KAHI HAI. COURT NE 19 MAY KO APNE INTERIM JUDGEMENT ME KAHA KI YE EXAM IS AFFIDAVIT KE BASIS PAR AAP CONDUCT KAR SAKTE HAI LEKIN AGAR REVISED MODEL ANSWER ME KOI GALTI HUI TO PURE EXAM KO CANCELL KIYA JA SAKTA HAI! ISLIYE 25 JUNE TAK INTEZAAR KIJEYE!

dear friend Gaurav 4th JPSC main ka result abhi bhool hi jao to achha hai kyonki Ranchi high court ne isse related case par decision aane tak JPSC ko Main exam ka result published nahi karne ka order diya hai. next hearing 2 August ko hai. agar JPSC dwar court ko submit kiye janewale revise modal answer me koi galti hui to main cancell karke dobara lene ka decision aayega.
