time for the JPSC aspirant is nowhere near to end as JPSC has decided to go
ahead with their mains programme amid hearing of the irregularity in
examination conducting process is going in the high court.
Government disinterest in
the JPSC recurrent method further meshing the situation because no one want to
touch scam laden, dented, inefficient malfunctioning organization of Jharkhand.
JPSC is has lost the
opportunity to wash their earlier dirt under the chairmanship of Shiv Basant,
the recent administrative decision of Chairman has further dented the already
defamed JPSC.
However during the hearing
the on May 8th court has theoretically told the commission during the
discussion that they can’t take mains examination till the hearing gets over.
Case number 7692/11 by
Sandeep kumar and other and Case number 807/12 by Vikash Anand and other is scheduled
on 16 May and from 19 May se court is in holiday.
The applicants are
aggressively looking for the development in the several case filed against JPSC
in 4th PT case which is going through the snail pace.
The date game is continue in
the Ranchi High Court as far as JPSC 4th PT matter is concerned.
The 4th JPSC case will come
before the high court on 16 May and mains examination will be held from May 25.
It seems that JPSC wants the
date to be extended till the mains examination, once it will be conducted
successfully and then they can put further pressure on the court by claiming
that the mains examination has been taken so consider the fate of the applicant.
The situation is emerging
like a popular quote about the Indian Judiciary system that "Justice
delayed is Justice denied" In this case it seems true.

The Jharkhand Public Services Commission (JPSC) is relying on Indian Statistical Institute to figure out where it stands on the credibility meter.
On Tuesday, the JPSC informed Jharkhand High Court that it had sent its answer sheets of the fourth civil services examination (preliminary test) to Indian Statistical Institute-Calcutta to verify the merits of the scaling system of awarding marks, and were waiting for the reputable cradle’s reply.
A division bench of Chief Justice Prakash Tatia and Justice Aparesh Kumar Singh was hearing a public interest litigation (PIL) filed by Sanjeev Kumar and Vishal Anand, who had challenged the scaling system of evaluation followed by the JPSC.
The petitioners stated that the scaling system was faulty and that the Commission had not applied the correct formula to evaluate the answer sheets.
The petitioners further said that the JPSC had published the notification to recruit as many as 219 posts on February 18, 2010 and conducted the preliminary examination on March 23, 2011, more than 13 months later.
There are 23 subjects under the JPSC. The commission came under the scanner when the final tally of several students who cleared their preliminary test exceeded the maximum marks.
For instance, some examinees scored as much as 234.96 in their optional paper that carried a maximum of 200 marks. The petitioners said that the exam should be cancelled as many questions were repeated and the formula was faulty.
The petitioners’ counsel told the court that in all its earlier examinations, the Commission had not implemented the scaling system and even the Supreme Court had observed in one of its decisions that the innovative scaling system has created huge disparities among the examinees.
The JPSC however defended the scaling method adopted by it to mark the examinees.
It stated that the process was fair and widely accepted.
“The scaling system is like the socialist system. It rationalises the wide disparity in the marks obtained across different subjects. It is the acceptable norm of statistics and being followed by the other state commissions as well,” argued controller of examination Rati Kant Jha.
Elaborating further, Jha said that the total number of marks scored by all candidates in the exams was divided by the number of applicants. Similarly, the total marks of all students in any one subject is added and then divided by the number of examinees of that particular subject for a mean average.
Then both the figures were put in a statistical formula to ascertain the percentage of successful candidates. “The aspects of the formula and calculation are being handled by experts of BIT Mesra,” Jha said.

jpsc is ridiculously defending its ego at the cost of the aspirant's frustation. It has unnecessarily adopted scaling in the pt only to skip its own responsibility of conducting exams.at a mass scale.It is indeed playing with the future of the candidates and the court is taking the matter in a casual manner-there was nothing wrong in declaring more results without scaling since it all rests on the calibre of the candidate to clear their mains exam.

चतुर्थ सिविल सेवा परीक्षा में अपनाए गए स्केलिंग सिस्टम से संबंधित मामले में भारतीय सांख्यिकी संस्थान (आईएसआई) की भेजी गई रिपोर्ट झारखंड हाईकोर्ट को सौंपी गई। इसमें झारखंड लोक सेवा आयोग (जेपीएससी) की ओर से अपनाए गए स्केलिंग सिस्टम को जायज बताया गया है।
जस्टिस एनएन तिवारी की अदालत ने रिपोर्ट देखने के बाद इस पर सुनवाई के लिए 19 मई की तिथि तय की है। झारखंड हाईकोर्ट के आदेश पर स्केलिंग सिस्टम की जांच भारतीय सांख्यिकी संस्थान के विशेषज्ञों से कराई गई। संदीप कुमार व अन्य की याचिका में जेपीएससी की स्केलिंग सिस्टम पर सवाल उठाया गया है।

Ab toh supreme court hi 4th pt ko cancel karega. HC ke judge me power nahi dikhta hai. Yahan sachmuch me sare chor uchakka hai, isliye exam jaise pavitra chij aur candidates ke mehnat ko jara bhi importance nahi diya ja raha hai. Judge convinced hokar bhi majak banaye hue hai. Kahan kahan se gawar jama ho gaya ha gaya hai.

aaj case no. 7692/11 (scaling) me judge ne mana ki jpsc ne scaling ISI se nahi karwaya hai. lekin proved karne wala expert to hai. esliye mains me stay nahi mila agla date mila….25 june.
case no. 2487/12 (model ans.) me judge ne kaha ki mains me stay nahi lekin agar jpsc ne galat model ans. diya hai to mains ke baad exam cancel kar denge.aur date diya 25 june.
case no. 5767/11 aur 807/12 ke wakil court me request karte rahe lekin judge ne unke case ko nahi suna aur date diya 25 june.
16 may ko bhi judge n.n. tiwari ne case no. 807/12, 7692/11 ke baare me kaha tha ki jabtaq ye case dispose nahi hoga tab taq mains nahi hoga. lekin aaj in case ko dispose kiye bina jpsc ko mains lene ki aajadi n.n.tiwari ne di.
esliye aaplog 25 se jpsc mains ke liye taiyaaar ho jaye. mai eshe cancel karwane me lag jata hu.

Jpsc main exam 25 may se hi hoga,court ne ispar koi v rok lagane se inkaar kiya hai. Jabki pahle hon'ble court ne kaha tha ki jabtak pt ka faisla clear nahi hoga, main exam nahi le sakta hai. Iske kai matlab ho sakte hain jo sara jharkhand mein corruption ko hi dikha raha hai. Jab iska bhi investigation hoga tab parat dar parat sab baat samne aayega,filhal mains k candidates ko time ,situation aur corruption ke saath saath worst system ke worst form se struggle kana hoga. Jpsc is notorious as like as haryana pcs. Kewal candidates ka time aur energy kharab karna hai. Judge v paisa paane tk ka intejaar kar raha hoga ya fir uska pahle se hi setting hai. Ye sab jharkhand ko barbaad aur tabah karke hi chhorega. Yeh hi rajya k sabse bade doshi hai. Jab inke v paap ka gharha bharega tab hamsbko sara jaankari me aayega.

I have got some information that JPSC mains has called of....due to the fact that matter is in court.
Comission was expecting some guide from the court but it was inconclusive so commission has decided fot this.

झारखंड हाईकोर्ट ने जेपीएससी की ओर से 25 मई को आयोजित होनेवाली चतुर्थ सिविल सेवा मुख्य परीक्षा पर रोक लगाने से इनकार कर दिया है। परीक्षा राजधानी के पांच केंद्रों पर होगी। संशोधित रिजल्ट में जो अभ्यर्थी असफल हो गए थे, वे मुख्य परीक्षा में शामिल नहीं हो सकते हैं। जस्टिस एनएन तिवारी अदालत ने शनिवार को संदीप कुमार व अन्य की ओर से किए गए आग्रह को नामंजूर कर दिया। कोर्ट से मुख्य परीक्षा पर रोक लगाने का आग्रह किया गया था। मामले पर अगली सुनवाई के लिए 25 जून की तिथि तय की गई है।
आईएसआई ने सही ठहराया
जेपीएससी की चतुर्थ सिविल सेवा परीक्षा में अपनाए गए स्केलिंग सिस्टम से संबंधित मामले में भारतीय सांख्यिकी संस्थान (आईएसआई) की ओर से भेजी गई रिपोर्ट हाईकोर्ट को सौंपी गई है। इसमें झारखंड लोक सेवा आयोग (जेपीएससी) की ओर से अपनाए गए स्केलिंग सिस्टम को जायज बताया गया है। याचिका में जेपीएससी की स्केलिंग सिस्टम पर सवाल उठाया गया है। इधर, मामले में जेपीएससी का कहना है कि स्केलिंग सिस्टम फूल प्रूफ है। रिजल्ट प्रकाशन में कोई गलती नहीं हुई है। स्केलिंग सिस्टम पर सुनवाई अब अदालत में 25 जून को होगी सुनवाई

Commn. has decided not to go ahead further till d time final verdict of 4th pt case comes. This thing has come as the conclusion of d crucial meeting after yesterday's impotant court proceedings. The notice regard to stay d main exam will come in all leading state and national newspapers tommorow. This is d first time that d commn has shown its good sense giving some relief to d aspiring candidates. Now mains date does not look in near future rather it has raised d good hopes to many other candidates to pass d said pt exam once again. Pt result once again will be revised after d court decision. update of 4th jpsc : mains exam was concluded on 15th june and result is expected to come by august end followed by interview and final appointment in sep-oct. there is no chance of cancellation of 4th JPSC PT. All effort to cancle 4th PT is a time pass. Pls focus on 5th PT which will be notified soon.
pls tell me what is the upper age limit for 5th jpsc in general category.i m 39 year old.
seema je if your date of birth is in august 1972 then you are eligible for 5th JPSC P.T. exam because as per previous notification max. age was fixed 35 years on 1st august 2006. for 5th JPSC it will be 1st august 2007. so calculate your age accordingly!

JPSC Once Again Gets Breather From Ranchi High Court
Ranchi, July, 20: Once again as previous proceeding aggrieved candidates got new dates in their case against JPSC 4th Combined Civil Services Examination.
Two cases was scheduled for hearing before the court on July 20 in case number 1069/12 JPSC has counter filed its reply so court will hear the matter on 2nd August.
In case number 2487/12 both party rocked in court while court was convinced and said that JPSC must not consider releasing the result of 4th Mains examination until the case gets concluded.
JPSC yet to reveal the model answer in the HC, so they also directed to came forward with the model answer before 2nd August.Their are above eight case are at different stage in the Ranchi High Court.
However joint bench is all set to hear another case in coming week against the JPSC.
Multiple cases filed against JPSC in 4th Civil Services PT examination by citing the malpractices and irregularity.
Several cases amongst the lodged cases signal bench and whose development is through snail pace the cases in the single bench are as follows.

Agar model answer me is baar v explicit mistakes paye gaye to mains dobara hoga har haal mein… Agar ambiguous question ke answer differ karte hain to acceptable hai otherwise agar voting age type ka mistake hua to mains fir se hi hoga…. Aur hona v chhaiye in that case as JPSC had got 3 chance to come up with right answres.. otherwise exam cancel hone ka chance almost negligible hai scaling ya repition of question ke basis par.. AS scaling kavi v fool proof nahi ho sakta aur mean wala funda prima facie sahi lagta hai n repitition of question is prerogratvie of JPSC.. Agar applicant ye proof kar sake ki kisi individual ko isse fayda hua hai tavi us par kuch hoga.. generic statement ki UPSC walon ko fayda hoga will not cut the ice.. BUt yes agar answer key me mistake hain wo v overt then re- examination is only option otherwise no issue….

RANCHI HIGH COURT has stayed on 4th jpsc main exam result till the case get disposed off. hearing the case, high court expressed dissatisfaction over the revised model answer of some of the subjects provided by JPSC. next date of hearing is 22 August.
