Patna, Sept,1: If any one facing an interview conducted by the Bihar Public Service Commission (BPSC) he can be rest assured of the impartiality of the board members holding the interview. For, the BPSC does not provide the candidate's personal details, like candidate's name, fathers name, category information etc, of the candidates to the board members.
BPSC had introduced this system in the 47th combined competitive examination for Bihar administrative and allied services, the new system particularly aims to nullify even the remotest possible chance of bias on the part of board members.
The Personal details of applicants may lead to some bias as it sometimes reveal his/her caste and other information about his/her background, but absence of such information would not allow any bias to creep in at the time of interview what candidates have alleged in past .
The board members who are involved in interview are not permitted to ask name or father's name of the candidate during the course of interview and for them the candidate's only identification is his/her roll number.
The BPSC conducts basket of examinations to select aspirants for prime jobs in the Bihar government and it is probably first such body in the country to have introduced such a system.
"Some of the board members resisted the idea initially claiming that lack of identification might create problems during the course of the interview, but after conducting the interview they changed their views and one of them opined that the system should also be introduced at the Union Public Service Commission (UPSC)," this is what the BPSC officials said to the media way back when they effected the norms make interview free and fare.
Incidentally, BPSC has introduced yet another system which pertains to inviting experts from outside the state to conduct interviews. While the board is headed by one of member of BPSC, other members are invited from reputed institutions like IITs, Delhi University (DU) etc.
The retired bureaucrats, and educationists who have served in other states, are invited to the BPSC interview board. The commission also ensures that every time there is an interview, new faces are invited. The BPSC has sealed the remotest possibility of candidates having any link with board members so it looks like a fare deal.
BPSC is not only wanted to be transparent in its functioning rather it also wants to be visible to the candidates

last time i attended the interview for bpsc. there they asked the roll no. and name first.then how you ask for fareness?even local profasors ware called in board.some roy titled get more than 115 no.some students meets profesors personaly who werw evaluating copies.....the question will allways be there.......

Ajay bhai has done commendable job for student community fearlessly.He has shown outstanding courage and dedication to fight against most corrupt and rotten system of JPSC.Though I not know him very closely but with my gutt feeling saying that he is not aspiring for his own benefit only, instead fighting for all of us.Even he was very much in position to take undue advantage from JPSC but he choose the path of honesty and fight for larger interest of students.He posses the leadership qualities and we should not feel jealous with him and extend unconditional support to him.
With great respect to Mr shankar ji I would like to say that I am totally disagree with your view reagarding 100% correct key, because we all know that some Standard books (i.e NCERT)asnswer/facts deemed to be coorect.No body challenge and raise question on authenticity of NCERT. If feel some facts are very contradictory ,these should not be asked, every experts and students who posses good knowledge of subject know very well on which questions have contradictory views.
JPSC ka bachav is tark se nahi kiya ja sakta ki state me talented experts nahi hain , then you may asked the panel of experts from UPSC or any other PSC. जहाँ तक मुझे लगता है कि ये innovative idea वाले प्रश्न को किसी को भी हलके में नहीं लेना चाहिए. आजकल ये वाला प्रश्न बहुत-बहुत महत्वपूर्ण हो गया है.
झारखण्ड में मैंने दो साक्षात्कार दिए थे जिसमे कई छात्रों से यही प्रश्न बार-बार पूछा गया था. मुझे बाद में समय-समय पर कई दोस्तों से मिले जानकारी के आधार पर मैं कह सकता हूँ कि ये प्रश्न तैयार करना बहुत जरुरी है.
मुझे कभी श्री सुनील कुमार वर्णवाल सर (आई.ए.एस टॉपर) के साथ काम करने का मौका मिला था. वो हर मीटिंग में जिला स्तर के अधिकारियों से बार-बार यह पूछते थे "आपके पास कौन सा innovative idea है" अधिकांश के पास कोई जवाब नहीं होता था. झारखण्ड के भूतपूर्व मुख्यसचिव भी अपने कई मीटिंग में अक्सर आई.ए.एस अधिकारियों से यही प्रश्न पूछते थे. इस कारण ये प्रश्न तैयार करना बहुत जरुरी है.

२. बिहार प्रशासनिक सेवा वालों का प्रशिक्षण अब मसूरी में होगा (जहाँ आई.ए.एस का होता है अर्थात लाल बहादुर शास्त्री अकादमी).
३. अब से बीपीएससी सिविल सेवा वालों के लिए अंग्रेजी और कंप्यूटर की अच्छी जानकारी होना अनिवार्य कर दिया गया है ताकि अंतर्राष्ट्रीय स्तर के अधिकारी तैयार हो सकें. केबिनेट के निर्णय के अनुसार 'प्रशिक्षण के दौरान' अब बिहार सिविल सेवा वालों के लिए अंग्रेजी की कठिन परीक्षा भी पास करनी होगी, तभी प्रशिक्षण पूरा होगा.
४. संभवतः अगली बार से सामान्य हिंदी की तरह सामान्य अंग्रेजी भी मुख्य परीक्षा में एक अनिवार्य विषय की तरह शामिल हो (पर अभी इस बारे में केबिनेट ने कोई निर्णय नहीं लिया है).

वैसे ये अच्छी बात है की BAS की ट्रेनिंग मसूरी मे होगी पर इस बार BAS की सीट है कहाँ ?? तो अगली बार ही कुछ सीट हो तो उन लोगों को मसूरी जाने का मौका मिल सकता है ।
छोटू बूक सेंटर तो मै भी गया था । उसका कहना था की कॉपी जाँचने और रिजल्ट आने मे कम से कम 6 महिना तो लगता ही है (हालांकि मुझे अतिशयोक्ति लगती है )।

sdm ki kuch seats mains result aane tak jodi ja sakti hai...so hopeful rahen.
Mujhe bhi lagta hai antim samay tak sdm ki kam se kam10 seats jaroor jori jayegi.

BPSC Paper checking bahut slow chal raha hai because commission don't have proper number of teacher to speed up the evaluation process.
In this regard BPSC sought some more teachers to incorporate in evaluation.

hindi literature ke baare mein koi info ho toh dijiye....uski checking start huye ki nahin...log bata rahe hain ki ish bar hindi lit. mein scaling hogi n marks bhi badenge...kya yeh sahi hai...lagata hai mains ka result dec. mein hi aa payega....
चलिए मान लेते हैं कि मेंस का रिजल्ट आ गया और हम सभी लोग पास कर गए. 4-5 दिन तो पास होने की खुशी मनाने में निकल जायेंगे. 2-3 दिन उपयुक्त कपड़े और जूते खरीदने में निकल जायेंगे. फिर तैयारी करनी होगी –
१. करेंट अफेयर (10-15 दिन)
२. वैकल्पिक विषय (15-20 दिन)
३. व्यक्तिगत जीवन के प्रश्न - हॉबी, पसंद-नापसंद आदि (5-7 दिन)
४. छद्म साक्षात्कार (5-7 दिन)
2 दिन पहले पटना पहुँचना होगा. तो आपलोगों को क्या लगता है कि साक्षात्कार की तैयारी कब से शुरू करनी चाहिए? क्योंकि आजकल मेंस के रिजल्ट के मुश्किल से 20 दिन बाद से साक्षात्कार शुरू हो जाता है.

Regarding the reservaytion in promotions, the Supreme court has cancelled UP ex chief minister mayawati's plans to do this because of following 2 reasons -
1. the state has no data to prove that sc/st have insufficient representation in services.
2. the state failed to prove that by doing so they will not be adversely affecting the efficiency of administration. (Article 355)
the attorney general cautioned manmohan singh some time back because the union govt. was planing to make changes in article 355 that talks about maintaining efficiency in administration while giving reservation. if you see with a neutral view-point, removing the condition in article 355 means you are openly making your administration inefficient, this is where the case becomes weak in court like Atorney genral warned.
3. merits and demerits - this provision is recently implemented by nitish govt. in bihar ( parirami variyata adhiniyam) and it has been cancelled for up by supreme court. in this regard the main merit is that sc/st will rise to higher levels in bureaucracy and the demerits are that this will result in -
A- weak administration because nobody will be working. general guys wont work because they wont b promoted, and SCST wont work because they have to be promoted anyway.
B- lack of discipline amoong juniors. seniors will hesitate to take action on juniors because eventually that same junior is going to be their boss one day.
C- prevalence of hatred in co-workers

The rules of whole administrative system need a relook. Authority must be linked with responsibility. Failing of which means not suitable for job. You get promoted but when you fail you lose your job.
Now as far as efficiency is concerned, it is not a static concept. As administration is dynamic, so as the efficiency. what I am trying to say is, if someone got good marks in any competition, it does not mean that he will be better for all the time. It is easier to reach at top, hard to remain there.
Reservation is meant for social inclusion. Drawback of inefficiency is not a valid point. Our system is inefficient and it is a well-known fact.
Problem of inefficiency needs to deal with multiple tools like better Training at every level, top to bottom. Motivation for innovative ideas. Protection of administration from being politicize etc.
I personally see merit of reservation i.e. social inclusion in policy/decision making at every level. If you don’t accept it because of your own loss, you can attribute all the demerits to reservation which already prevails in system. There will be always a conflict between Individual welfare vs Social welfare, and this should be dealt with proper consideration. All are part of a same society.

But you should know that no one is perfect. Yes, Mr. Ajay has provided several information based on his though may be useful for several candidates. मै इतना कमजोर अभी नहीं हुआ हूँ, कि मात्र मेरे से असहमति व्यक्त कर देने पर फेसबुक से आपको ब्लाक कर दूँ. मैंने जो कुछ भी लिखा वह पर वह यह सोच कर ही लिखा था कि कुछ लोग (बल्कि अधिकतर) मुझसे असहमति व्यक्त करेंगे और जहाँ तक मुझसे हो सकेगा अपने तर्क और तथ्यों के सहारे अपने पक्ष को मजबूती से रखूँगा.
वस्तुतः मैंने फेसबुक अकाउंट को डी एक्टिवेट कर दिया है, मेरा पहले भी एक अकाउंट था, जिसमे में कुछ सकुलर था (इस बार नहीं)...पर डी एक्टिवेट करने का कारण ये है की मुझे अभी एम.सी.ए (जिसमे अभी मैंने कुछ ही दिन पहले अड्मिशन लिया है) की भी कुछ पढ़ाई करनी है और फेसबुक के कारण इसमें बाधा आ रही थी. पढ़ाई में बाधा मुझे पसंद नहीं..!! कम से कम अब नहीं. सो.....
खैर मेरे एक मित्र श्री शशि जी (जिनसे यही पर मित्रता हुई है और जो केन्द्र सरकार में कस्टम अधिकारी है और साथ में बीपीएससी के उम्मीदवार भी) ने कल बीपीएससी को एक मेल किया था, जिसका जवाब उन्होंने ईमेल पर मुझसे शेयर किया है. मै आपलोगों से कर रहा हूँ -

पहले का उत्तर अभी भी ७४१ ही है.

पुनःश्च - ये सुमन कुमार/कुमारी कौन है भाई साहब. क्या खुन्नस है मुझसे. मैंने आपकी भैंस को अंडा मारा है क्या ??? मुझे याद पड़ता है कि मैंने आपको अपना ईमेल भी दिया था. आपने वहाँ तो मुझे कुछ भी नहीं भेजा...जिसका आपने दावा किया था.
एक और बात -
मेरे एक और मित्र हैं श्री विनोद कुमार, जो इस समय झारखण्ड शिक्षा परियोजना परिषद में सहायक कार्यक्रम पदाधिकारी हैं (जहाँ मै भी कभी जॉब करता था)..उन्होंने बीते रविवार को फोन किया था.
उन्होंने अपने एक सीनिअर से बात कि जो पटना में हैं और इतिहास और हिंदी साहित्य विषय से मुख्य परीक्षा दी है. उनके अनुसार
"अभी तक केवल हिंदी साहित्य, इतिहास और एक दो विषय के ही कॉपी जंचे हैं. अधिकाँश वैकल्पिक विषय कि कॉपियां अभी नहीं जंची हैं.
हिंदी साहित्य के लड़कों को निराश होने कि आवश्यकता नहीं है क्योंकि उसमे बहुत खराब अंक नहीं दिए गए हैं (प्रथम पेपर के प्रश्न बहुत खराब थे - जैसे कि डिंगल पिंगल जैसे छोटे प्रश्नों को चालीस अंक का पूछा गया था, जिसका कोई औचित्य नहीं था). इस बार दर्शन और मानवविज्ञान कोई चमत्कार नहीं दिखायेगा..आदि आदि."
बात में कितनी सच्चाई है मुझे नहीं पता. मुझे जो पता चला वो मैंने लिख दिया.

१०. मैंने इस बारे में भारत के राष्ट्रपति को भी पत्र (ई-मेल के जरिये) लिखा था. उसी समय मुझे पहली बार पता चला कि भारत में यदि आपको ई-मेल करना हो तो भारत के प्रधानमंत्री से लेकर किसी मंत्री का अधिकारिक ई-मेल आपको नहीं मिलेगा (इन्टरनेट पर). अगर गलती से मिला गया तो उस पर भेजा गया ई-मेल वापस आ जायेगा क्योंकि वह काम ही नहीं करता.
खैर मेरे बाकी दोस्तों की जानकारी के लिए - अगर आपको केंद्र सरकार या अन्यथा कोई शिकायत हो तो आप सीधे राष्ट्रपति के पास उनके अधिकारी वेबसाइट पर जाकर (४००० शब्द अधिकतम) पत्र लिख सकते हैं. आपको एक रजिस्ट्रेशन नंबर मिलेगा. यकीन मानिये ये बहुत प्रभावशाली है अगर आप इसका इस्तेमाल सही ढंग से करें तो...

One of the friends used the abusive language for me above. It may be his language. But his question is very good. What is the difference between 5400 grade pay of PB-2 and PB-3. If you will join the service in PB-2 with GP of 5400, your basic pay will be fixed near by 19000 plus DA, HRD and other allowances. But if u will joing the service in PB-3 with GP of 5400, your basic pay will be fixed at Rs.21000 plus allowances as mentioned above. GP of 5400 in PB-3 is entry grade for Group A service. When u will jump into 6600 GP from PB-2 and your basic is below 21000, it will brought to 21000. But if it exceeding 21000 even by a single rupee, the pay will be fixed in GP of 6600 with 3% of basic plus difference of GP.
The difference will still be in the basic pay of both type of person untill the next pay commission will come.

Friend, it is very good question about industrialization of Bihar. Must prepare about it emphasizing on attracting Food Processing Industry with raw material by evolution of second Green Revolution, greenfield infrastructe (saving the present natural greenary of Bihar) and transportation development, especially solution for electricity problem. The present industrial policy may also be referred which has been prepared by the Nitish Govt paving a way for attracting Industry.
S. Kumar Jee, Thanks for your valuable information. Is it right that CTO is in PB-3 with GP-5400 and Dy.SP is in PB-2 with GP-5400. It was not so earlier as both post's were in same Scale and grade pay. According to you what should be the hierarchy of posts ?
Dear N K Jha ji, forget the PB-2 & PB-3, both posts have their own value. If you like police type service by heart, then opt DSP first because it will provide you a way to be an IPS at later stage of service. If you dont like police type service then go for CTO as first choice. You have to invest your maximum time of life in the service so never choose a "MAZBOORI".

Yet your critics and even other commentators who give you credit for creating this very popular movement that's following you, sometimes describe you as a radical and sometimes describe you as a conservative. Imran Khan: But you know, when I came into politics, this whole thing about radicalisation or being radical, this is only recent, this is since the war on terror that I took a stand firmly that we should not have military operations. As some of you working in govt. sector, I need clarification about the following:
1. Some people had said that because of reservation in promotion, juniors will become seniors. How is it possible?
What I understood that because of some reasons (ability, politics or etc.)SC/ST are not getting proper representation at higher post, so there should be reservation.
Now there is reservation at lower post (at entry level) and no. of higher post is always decreasing with increase in level (pyramid structure). The reservation will be % wise not in absolute no.
So in current scenario also some of employee must be holding a higher post than others who joined together some years back.
I think the only difference will be that, instead of a general category employee a SC/ST category employee will get chance to discharge a more challenging responsibility.
One more thing,
Can anyone through some light on "performance appraisal system" used in your department? Strength and weakness of same? What changes you think will make it more rational.
I request all the employee or a student of PA to send their comments.

मित्रों साक्षात्कार के लिए अपने पोशाक का चयन भी सोच-समझ कर करें। सर्ट-पैंट ही पहनें। जिंस, टीशर्ट, शार्ट सर्ट, टाइट पैंट से बिल्कुल परहेज करें । सर्ट का कलर गहरा न हो तो अच्छा होगा । वैसे तो कोर्इ भी हल्के रंग का सर्ट आप पसंद कर सकते हैं । वैसे हल्का नीला, हल्का गुलाबी, उजला, आसमानी रंग अच्छा रहता है । पैंट हमेशा गहरे रंग का पहनें । ये रंग काला, ब्लू, नेवी ब्लू, भूरा हो सकता है । अन्य हल्के रंग के सर्ट व गहरे रंग के पैंट भी आप पसंद कर सकते हैं । ये कपड़े नये न हों तो ही अच्छा है अर्थात एकदम से साक्षात्कार के लिए नये कपड़े खरीद कर नहीं पहने जाने चाहिए । टार्इ पहनना कोर्इ आवश्यक चीज नहीं है । अगर आपको ठीक लगे तो पहनें। सिर्फ दिखावे के लिए नहीं पहनना चाहिए । ऐसा न हो कि टार्इ पहन लिया और आपको गले में लगे परेशानी महसूस हो रही हो। अगर पहने कभी टार्इ नहीं पहना है तो साक्षात्कार के दिन तो बिल्कुल न पहनें । नाखून बढ़े हुए न हों। सेविंग जरूर करें । सर्ट के बटन की संख्या गिन लें । पसीने पोंछने के लिए रूमाल जरूर रखें । जूते साफ हों। स्पोटर्स शू व चप्पल न हो तो ही अच्छा है । बाल की कटिंग चार-पांच दिन पहले करवा लें । सारे सर्टिफिकेटस को एक अच्छी फाइलिंग के साथ रखें व इन सबकी एक अतिरिक्त फोटोकापी साथ में जरूर रखें । साक्षात्कार के दिन समय से एक घंटा पहले साक्षात्कार स्थल पर पहुंचने का प्रयास करें । अन्य लड़कों से बात-चीत करने की बजाय अपने आप पर केंदि्रत रहें । कर्इ लड़के सिर्फदूसरों का दिमाग खराब करने का प्रयास करते रहते हैं । कौन क्या बोलकर आ रहा है इसकी अफवार पर ध्यान मत दें। अगर कोर्इ प्रश्न पता चलता है तो उसके उत्तर का खाका मन में सोच लें । ध्यान बंटाने के लिए अखबार पढ़ सकते हैं या कोर्इ नैतिक या प्रेरणादायक पुस्तक । याद रखिये आप साक्षात्कार के दिन खाली समय में क्या कर रहे थे यह भी एक प्रश्न हो सकता है ।

मेरे एक मित्र ने कल मुझे फोन किया था. वो जानना चाहते है कि इस बीपीएससी में उम्र सीमा के लिए कट ऑफ डेट क्या रखा गया था. वैकेंसी का पेपर कटिंग नहीं मिला रहा है. बीपीएससी के वेबसाइट से भी हटा दिया गया है.
(उनके लिए ये बीपीएससी में अंतिम मौका था इसलिए वो जानना चाहते हैं, क्योंकि एक केस हुआ है हाईकोर्ट में जिसके कारण उन्हें थोड़ी आशा बंधी है अगली बार के लिए)

BPSC ka result 08/12/2012 ko aane ki sambhavana hai. so interview ki taiyari ke liye sabhi bandhu kamar kas le. kyoki final result february Ist week tak aa jayegi.

मेरे एक मित्र से यूपीएससी के साक्षात्कार के दौरान यही प्रश्न पूछा गया । वो फिजिक्स से बीएससी हैं । साक्षात्कारकर्ताओं ने उनके यह कहने के बावजूद उनसे केपलर्स ला पूछा, कुछ और ला पूछे, इन सबका जवाब न देने के बावजूद उन्होंने अंत में ओम्स ला पूछा । ओम्स ला का जवाब देने पर ही उनसे साइंस से सवाल पूछना बंद हुआ । बताने का मतलब यह है कि आप फिर भी अपने विषय के मुख्य चीजों को जरूर पढ़ें ।
शशि जी आपने सांप्रदायिकता का अच्छा विषय सोचा है। इस विषय पर अपनी सोच बनाइये। ये प्रश्न साक्षात्कार के दौरान पूछा जा सकता है । अगर आप इतिहास विषय से हैं तो स्वर्ण काल पर भी विषयक अध्ययन कर अपनी सोच बनाइये।
बीपीएससी मे पिछली बार जो सवाल मुझसे पुछे गए थे )-
1 - अपना रोल नंबर शब्दों मे बताएं ।
2 - आपने स्नातक काफी पहले किया है । इतने दिन आपने क्या क्या किया ?
3 - आपने पुलिस सेवा की बजाए प्रशासनिक सेवा को वरीयता क्यूँ दी ?
4 - पटना कॉलेज (जिस कॉलेज से आप हैं उसे मानकर चले )की अध्यापन शैली के बारे मे आप क्या विचार रखते हैं ? क्या वहाँ की पढ़ाई से आप संतुष्ट थे ?
5 - नाभिकीय प्रक्रिया क्या है ? संलयन और विखंडन मे क्या अंतर है ? परमाणु विधुत निर्माण प्रक्रिया को समझाइए ।
6 - सिख धर्म के मूल दर्शन समझाइए । (इसमे काफी अंदर ले जाया गया जहां मैंने अंततः बताने मे असमर्थता जताई )
7 - एक सदस्य ने कहा की मान लीजिये की मै बिहार मे पहली बार आया हूँ और आपको मुझे पूरे प्रदेश के प्रमुख धार्मिक और प्रादेशिक स्थलों को दिखाने का जिम्मा सौपा गया तो आप मुझे कौन कौन सी जगह ले जाएँगे ?
8 - ग्रामीण विकास मे कंप्यूटर की भूमिका क्या है ?
9 - क्या दर्शन शास्त्र मे जितने भी प्रमाण ईश्वर को मानने के लिए दिये गयें हैं वो तार्किक है ?
10 - भारत मे व्याप्त भ्रष्टाचार के विषय मे आप क्या सोचते हैं ? आप इसके लिए क्या सुझाव देंगे ।
(दोस्तों बता दूँ की मेरा विषय भूगोल और दर्शन शास्त्र है । इस साक्षात्कार मे मै कई जगह फंसा था और स्पष्ट जवाब नहीं दे पाया था । मुझे 68 नंबर दिया गया )

१. लगता है पहला प्रश्न कई लोगों से पूछा गया था. एक ही लड़के को दो-दो बार अपना रोल नंबर बताने को कहा गया था.
२. मुझे ऐसा लगता है कि इंटरव्यू में आपके एकेडमिक रेकोर्ड से प्रश्न जरुर रहते हैं. मैंने अभी तक बीपीएससी का इंटरव्यू तो नहीं दिया है पर यूपीएससी (सीडीएस) और जेईपीसी के इंटरव्यू दिए हैं. दूसरे इंटरव्यू में श्री सुनील कुमार वर्णवाल (आई.ए.एस टॉपर) चेयरमैन थे. उन्होंने मुझे पहला प्रश्न बैठते के साथ ही पूछा था - "पढ़ाई में मन नहीं लगता था या मेहनत नहीं करते थे." क्योंकि मैंने सिर्फ बी.ए. क्या है और वो भी पासकोर्स वह भी सेकण्ड डिविजन से. खैर !! मैंने कहा था मन भी लगता था और मेहनत भी करते थे, पर ग्रेजुएशन की पढ़ाई पर पूरी तरह से ध्यान केंद्रित नहीं था, सो कम अंक आये.
३. वरीयता पर प्रश्न पूछा जाना मुझे थोड़ा अजीब लगता है.
४. सीडीएस में मुझे मेरे कॉलेज के बारे में पूछा गया था कि "आप अपने कॉलेज से कितने संतुष्ट हैं?" जबकि दूसरे इंटरव्यू में वर्णवाल सर ने पूछा था "अपने स्कूल के बारे में कुछ खास बात बताएं ?" बाद में उन्होंने ही बताया की वर्तमान शिक्षा मंत्री उसी स्कूल से पढ़े थे. सो एक प्रश्न स्कूल-कॉलेज से होना स्वाभाविक लगता है. बस एक बात का ध्यान रखना है कि किसी भी परिस्थिति में अपने स्कूल/कॉलेज की बुराई में एक शब्द भी नहीं निकलना चाहिए (सकारात्मक आलोचना हो सकती है). व्यर्थ की प्रशंसा भी ना ही हो तो अच्छा है.
४. नाभिकीय प्रक्रिया के बारे में क्यों पूछा गया कुछ स्पष्ट नहीं हुआ ? क्या स्नातक में आपका विषय भौतिकी था ? वैसे ये प्रश्न बहुत साधारण और समसामयिक ही कहा जायेगा.
५. सिख धर्म का मूल दर्शन भी आपसे शायद इसलिए पूछा गया क्योंकि आप दर्शन शास्त्र विषय से हैं (पर बीपीएससी के सिलेबस में सिख दर्शन तो शायद नहीं है !!) मैं होता तो सीधा बोलता "सॉरी सर मुझे नहीं पता" नहीं पता का मतलब नहीं पता..
६. पर्यटन तो बेहद महत्वपूर्ण टॉपिक है !! उम्मीद है आपने अच्छा जवाब दिया. इस इंटरव्यू में तो ये और भी महत्वपूर्ण है. विशेषकर कई सर्किट जो बनाये गए हैं. वैसे "मान लीजिए................" टाइप का एक ना एक प्रश्न तो रहता ही है. वर्णवाल सर ने पूछा था कि "मान ले आप किसी स्कूल में जाते हैं और आप पाते हैं कि उस स्कूल में निचली कक्षाओं में तो लड़कियों का प्रतिशत अच्छा है, जबकि उपरी कक्षाओं में बहुत कम. आपको क्या कारण उत्तरदायी लगते हैं ?"
मैंने कहा था - उस क्षेत्र के लोगों में नारी शिक्षा को लेकर जागरूकता में कमी और स्कूल में आधारभूत सुविधाओं का अभाव
उन्होंने कहा "आपको नहीं लगता कि अगर स्कूल में टॉयलेट न हो तो उपरी क्लास की लड़कियां स्कूल आने से परहेज़ करेंगी."
मैंने कहा जरुर करेंगी, इसलिए मैंने स्कूल में आधारभूत सुविधाओं का अभाव को एक कारण बताया. (मुझे नहीं पता वो संतुष्ट हुए या नहीं पर मुझे लगता है कि मुझे स्पष्ट बोलना चाहिए था, वस्तुतः मै सीधा 'टॉयलेट के अभाव' को कारण के रूप में बोलने में थोड़ा असहज था इसलिए मैंने आधारभूत सुविधा शब्द का इस्तेमाल किया था)
७. ग्रामीण विकास में कम्यूटर की भूमिका प्रश्न तो किसी से पूछा जा सकता है. मुझे वर्णवाल सर ने पूछा था "प्रशासन को प्रभावशाली बनाने के लिए कंप्यूटर को आप कैसे इस्तेमाल करेंगे और कंप्यूटर में आपको क्या-क्या आता है, रोज़मर्रा के काम में आप कंप्यूटर को कितना और कैसे इस्तेमाल करते हैं"
८. ये तो विषय का प्रश्न रहा (जाहिर है कम से कम दो चार तो ज़रूर रहेंगे) मेरे छोटे मामा जी ने भी पिछली बार बीपीएससी का इंटरव्यू दिया था. उनका एक विषय इतिहास था. उनसे पूछा गया था - मुग़ल काल के सभी बादशाहों का नाम क्रमवार बताएं. दूसरा विषय मानवविज्ञान था. उससे प्रश्न था - बिहार में निवास करने वाली किसी एक जनजाति के बारे में संक्षेप में बताये.

"क्योंकि मुझे बीपीएससी की सिविल सेवा परीक्षा पास करनी है, ताकि मै अपने लक्ष्य तक पहुच सकूँ. सो मैंने बीपीएससी की परीक्षा में उपलब्ध सभी वैकल्पिक विषयों पर विचार किया, अपने आस-पास उपलब्ध संसाधनों पर विचार किया, उस विषय में अपनी रूचि देखी और तब मुझे लगा की मै इस विषय के साथ सबसे ज्यादा सहज रहूँगा और इसके माध्यम से सिविल सेवा परीक्षा को उतीर्ण कर सकूंगा, इसी कारण इस विषय को मैंने वैकल्पिक विषय के रूप में चुना"

1. the customers will have large number of options to choose from
2. It will help to prevent monopoly and hoarding of essential goods for getting high prices.
3. i dont think it will harm our own buisness comunities for the simple reason that indians prefer to buy provision on a daily basis and people have already started to avoid the rush of the super markets and their long queues for payments.furthermore we still have supermarkets around us which are run by some of biggest corporate houses of the country like big bazar, reliance, etc.The frequncy of their advertisements in the news paper clearly indicates the degree of their success in penetrating the india retail markets.
4. and finaly this move will bring new Fdi and infrastructure to the country. Goi has also stipulated these companies to procure their goods from farmers which is certainly going to help our agricultural sector.moreover, it is also going to provide employment to large number of marketing professionals.therefore,in my opinion fdi in retail will not harm the retilers but will certainly compell them to follow the path of honesty.we need to keep one thing in the mind that corruption in government sector cannot be curbed unless the prevailing high prices come down. and for this, competition is a necessary evil.

whatever i am saying about fdi is my personal opinion. Agar interview mein pucha jayega tab jawab bihar govt. Ki policy ke anusar dena hai. Jaise kal akhilesh yadav clearly retail fdi ko no bol diye.....usi tarah bpsc interview mein hamko wo bolna hai jo nitish kahte hain. Lets keep eyes and ears open and see nitish is matter mein kis karwat bathenge....wohi apna official response bana lijiye. i hope i dont sound too cunning but the fact is that aap state govt. Ki service mein jane ki taiyari kar rahe hain to apka line of thought govt policy ke against nahi hona chahiye.

मेरा मत है किसी भी टॉपिक पर एक सिविल सर्वेंट को एकांगी मत रखने की बजाय उत्तर हमेशा आलोचनात्मक तरीके से देना चाहिए. अर्थात पहले उसके सकारात्मक पहलू और उसके पक्ष में तर्क और फिर उसके नकारात्मक पहलू और उसके पक्ष में तर्क. बस निष्कर्ष देने से बचना ही बेहतर है!!
वरना वो तो आपसे यह भी पूछ सकते हैं कि मान लीजिए आपके सर्विस ज्वाइन करने के दूसरे दिन ममता बनर्जी बिहार की मुख्यमंत्री बन गयीं तो आपका स्टैंड क्या होगा ? क्या जवाब देंगे तब आप ?
बेहतर होगा किसी भी राजनितिक चरित्र के स्टैंड को अपना स्टैंड ना बनाया जाए. क्योंकि हम राजनेता नहीं है, ना बनने जा रहे हैं.
(वैसे अगर आज आपको सी.एन.बी.सी आवाज देखना चाहिए थे जिसमे नीतीश कुमार ने इन सभी पर करीब घंटे भर तक अपनी राय रखी थी)

dusri baat , regarding ghoos kamane ka order , civil servent hamesha bareek niyamo ka kadai se palan karne ke liye job karta hai. kanun ke dayre mein rahte hue political executive ki baat puri karenge.
next, you said we will be "sarkar ke naukar".... so dhyan dijiye ki naukar (servant) ham janta ke banenge. sarkar se hamara rishta dusra hai. sarkar(executive) policy maker hai aur hamara kaam hota hai un policies ko implement karna. ham sarkari agent hain, sarkar ke naukar nahi. civilservants are eyes/ears/hands of the government. naukar sirf janta ke hain.
finally..... i fully agree to your comment that interview mein totally one sided and absolute view nahi dena chahiye. thora mix aur middle path wala view dea chahiye. controversial questions mein interviewers ko pata nahi chalna chahiye ki is matter per candidate ke dil mein real thought kya hai. so that suggestion you gave is totally valid and agreeable.

साक्षात्कार के विश्लेषण के लिए आपाका आभार ।
कुछ प्रश्न कई लड़कों से पूछे गए थे जैसे – रोल नंबर के बारे मे , अब तक क्या कर रहे थे , आदि आदि ।
वरीयता पर प्रश्न हल्के तौर पर पूछा गया था ।
चूंकि इंटर मे मैंने साइंस रखा था और साथ मे भूगोल मे भी ऊर्जा के चेप्टर मे नाभिकीय प्रक्रिया एक टॉपिक है तो उससे सवाल पूछा जाना आश्चर्यजनक नहीं है । वैसे भी उस समय करेंट का ये हॉट टॉपिक था । इसका जवाब मैंने काफी सुंदर तरीके से दिया था ।
दर्शनशास्त्र के द्वितीय पत्र मे सारे धर्मों के बारे मे जानना है इसीलिए सिख धर्म से सवाल पुछे जाने को सिलेबस के बाहर नहीं कहा जा सकता । हालांकि जो बात बोर्ड मुझसे जानना चाहता था वो सेलेबस से बाहर अवश्य था इसीलिए अन्तः मैंने कहा की मुझे इस बारे मे पता नहीं है ।

मुझे लगता है एक सिविल सरवेंट को सरकार की नीतियों का समर्थन करना होता है न की सरकार का । नीतियों का समर्थन इसीलिए क्यूंकी सिविल सरवेंट कार्यपालिका का एक महत्वपूर्ण अंग है और उसका काम नीतियों का क्रियान्वयन करना है । नीतियाँ बनाना विधायिका का काम है और सिविल सरवेंट को निष्पक्ष रहकर उसे लागू करना है । आपका ये लाइन अच्छा है की " Agar interview mein pucha jayega tab jawab bihar govt Ki policy ke anusar dena hai" समर्थन करता हूँ परंतु ये लाइन अनुचित प्रतीत होती है "bpsc interview mein hamko wo bolna hai jo nitish kahte hain"

मुझे जानना है कि कौन कौन सा न्यूज़ पेपर से हमलोगों को तैयारी करना चाहिए. मेरे ख्याल से एक रीजनल और एक नेशनल न्यूज़ पेपर होना चाहिए.
वैसे तो मैं हिंदी माध्यम का हूँ, और अभी तक प्रभात खबर लेता रहा हूँ. पर अब लगता है कि इसे बदलने की ज़रूरत है. वैसे इसमें सिविल सर्विसेस को लेकर बहुत कुछ दिया जाता है.
सोच रहा हूँ कि 'द हिंदू' लेना शुरू करूँ. रत्नेश जी, रणधीर जी आप लोग कौन सा न्यूज़ पेपर फोलो कर रहे हैं ? मुझे क्रोनिकल या प्रतियोगिता दर्पण बेकार लगता है सो इसे लेना साल भर पहले से ही छोड़ दिया है.

अजय जी इस पूरे ब्लाग पर मैंने आपको और दो और मित्रों को बड़ा प्रभावी ढंग से अपनी बात लिखते देखा है । मेरी बातें अगर आपको लाभानिवत करे तो मुझे अच्छा लगेगा । मैं आपको एक सलाह मुफत में देना चाहता हूं कि आप प्रश्न का सीधा उत्तर कभी भी साक्षात्कार करते समय देने से बचें । इससे सामने वाले के दिमाग में यह बात आती है कि यह व्यकित बिना किसी तर्क-वितर्क बिना किसी आधार के एक निर्णय पर पहुंच जाता है । मेरे कहने का मतलब यह है कि आप अगर यह कहना चाहते हैं कि मैंने परीक्षा पास करने के लिए यह विषय लिया है तो आपको उसके साथ पूरा तर्क बिना उनके बोले ही स्वयं रखना पड़ेगा जिससे आपका उत्तर तार्किक लगे । जवाब जो भी दें तार्किकता के साथ ।
मित्रों साक्षात्कार के दौरान आप अपनी ही कहिये। मैं तो सिर्फ बता रहा हूं कि एक आदर्शरूप क्या हो सकता है । किसी भार्इ को लगा है कि मैंने बेवजह चप्पल और जूते वाली बात कही । मेरे मित्र ये सिर्फ आपके लिए नहीं है । सिविल सेवा के इंटरव्यू के लिए बहुत से हमारे मित्र होते हैं जो अनजाने या कर्इ बार मजबूरी में ऐसा कर बैठते हैं । जिंस और टीशर्ट का प्रयोग तो अक्सर लोग कर ही लेते हैं या फिर इंटरव्यू से एक-दो दिन पहले सर्ट-पैंट खरीद रहे होते हैं। नये सर्ट-पैंट पहन कर आप इंटरव्यू देने पहुंचेगे तो सब आपको ही देख रहे होंगेऔर आप खुद ही अनकंफर्टेबल महसूस करेंगे। आप कोचिंग में इंटरव्यू की तैयारी करने जायेंगेतोवो कुछ घोल कर नहीं पिला देगा । वो भी आपको आंतरिक और बाहय रूप से मजबूत बनाने का ही प्रयास करेगा । बाकि करना आपको हैवो आपके साथ इंटरव्यू नहीं देगा । आपका व्यूहैआप कुछ भी पहनेंवहां जाकर कुछ भी बोलें । पर मैं चाहूंगा कि मेरे अनुभवों का लाभ आप सब को बिना किसी कोचिंग में गये मिले। आपको एक आदर्शतम सिथति का पता हो। आप बाल मत कटवाना, सेविंग भी मत करवाओ। वहां पहला प्रश्न इसी से होगा । यदि आपको नाखून चबाने या बार-बार अपना गाल छूने की आदत हैतो वो भी सुधार लें। आपकी हर एकिटविटी साक्षात्कारकर्ता को एक प्रश्न और संलग्नक के रूप में कर्इ टेल प्रश्न करने का मौका देगी जो आपके लिए घातक साबित हो सकती है।
Mr. Ratnesh has written absolutely fine that interview mein totally one sided and absolute view nahi dena chahiye. thora mix aur middle path wala view dena chahiye. controversial questions mein interviewers ko pata nahi chalna chahiye ki is matter per candidate ke dil mein real thought kya hai.

जैसा कि मैंने पहले भी कहा है बीच का रास्ता अपनाइए. चाहे मामला कोई भी हो. आप ये कह सकते हैं -
"सर, अगर बिहार में एफडीआई को रिटेल सेक्टर में अनुमति दी जाती है, तो वैसे में निम्नांकित फायदे होंगे........पर इसके निम्नांकित नुकसान भी सो सकते हैं......(नुकसान और फायदे की लिस्ट अभी मैंने तैयार नहीं की है!!)
अतः दोनों ही पक्षों पर ध्यान रखते हुए सरकार को एक संतुलित निर्णय लेना चाहिए. निवेश की अनुमति देने के पहले दो-तीन बातों का ध्यान रखना चाहिए -
१. दूसरों के अनुभव - यह अच्छा होगा उन देशों और राज्यों से मिले अनुभवों को जानने का प्रयास किया जाए, जहाँ ऐसे निवेश की अनुमति दी गयी है. इससे इसके संभावित फायदे और नुकसान का एक रफ आकलन किया जा सकता है.
२. गहन-शोध – निवेश की अनुमति देने के पहले राज्य सरकार को अपने स्तर से गहन-शोध करना भी आवश्यक है. क्योंकि यह बड़े पैमाने पर आम जनता को सकारात्मक और नकारात्मक रूप से प्रभावित करेगा. इस क्रम में सरकार को विपक्ष और विभिन्न संगठनों के तर्कसंगत विरोधों को ध्यान में रखना चाहिए.
३. निश्चय ही इससे जनता के एक बड़े वर्ग को फायदा पहुंचेगा. आम जनता को विज्ञापन के माध्यम से इसके लाभों के बारे में सरल भाषा में समझाना चाहिए (ऐसी जटिल भाषा में नहीं जैसा अभी सरकार डीजल के दाम बढ़ाने को लेकर विज्ञापन के जरिये समझा रही है). कुछ वर्ग को इससे अल्पकालिक या दीर्घकालिक नुकसान हो सकते हैं. ऐसे में सरकार को उपयुक्त कदम उठाने चाहिए. यहाँ इस क्षेत्र के विशेषज्ञों के अनुभव और ज्ञान का प्रयोग किया जा सकता है."

श्री शशि जी बहुत अच्छी बात कही है आपने दिल और दिमाग को संतुलित रखने की । यही तो साक्षात्कार का मुख्य उधेश्य है। साक्षात्कारकर्ता यह देखना चाहता है कि आपके दिल और दिमाग में कितना संतुलन है । देखिये धूर्तबाजी करने से काम कहां चलने वाला हैपर आपकी राय संतुलित तो होनी ही चाहिए । आपको लगता हैकि केंद्र सरकार की नीतियां सही नहीं हैं या राज्य सरकार की नीतियां सही नहीं हैंतो आप तर्कों से बतार्इये । आपसे पूछा जाये कि कोल.गेट को आप घोटाला मानेंगे या नहींतो आपको तर्क देना होगा कि कैसे यह घोटाला है या सरकारी गलत नीति का नतीजा है या कैग का ओवर एस्टीमेटेड किया गया आंकड़ा है। विवादास्पद मुददे हम किनको मानते हैं जिसका कोर्इ फैसला नहीं हुआ हैया जो फैसले हुए हैं वो खुद विवादों में हैं और उसके पक्ष व विपक्ष में काफी बिन्दुहैं । जैसेक्या नरेंद्र मोदी को गुजरात सांप्रदायिक घटना के लिए अपराधी माना जाये। क्या बिहार के पिछड़ेपन का कारण आप लालू.राज को मानते हैं । आपका मन कह रहा है कि नरेंद्र मोदी अपराधी हैउसी ने मुसलमानों को मरवाया या बिहार को लालू.राज में लूटा.खसोटा गया हो लेकिन आपको दिमाग से उसके पक्ष व विपक्ष दोनों में तर्क देने होंगे। आप इस तरह की विवादास्पद चीजों पर न तो अपना मंतव्य देंऔर न ही एक निष्कर्ष पर पहुंचने का प्रयास करें। अगर आपने ऐसी गलती कर दी तो सोचिए आपने एक विवादास्पद मामले पर अपना फैसला सुना दिया । अगर आपसे मंतव्य पूछा भी जाये तो जहां तक हो सके निष्कर्ष पर पहुचने से बचना चाहिए । ऐसा नहीं है कि आप पूर्णतया बच जायेंगे । कर्इ बार सीधे टूद प्वाइंट व्यू पूछा जा सकता है वैसी सिथति में भी आप एक संतुलित निष्कर्ष देने का प्रयास करें। जैसे आप कह सकते हैं कि अपराधी ठहराना न्यायालय का कार्यहै और जब तक न्यायालय नरेंद्र मोदी को अपराधी नहीं करार दे देती मेरी नजर में नरेंद्र मोदी को अपराधी मानना उचित नहीं होना चाहिए ।
- बिहार इस समय उर्जा उत्पादन और उपभोग के मामले में देश का सबसे गरीब देश है. यूरोप के देशों में प्रति व्यक्ति उर्जा खपत 10,000-12,000 Unit/Person है. भारत में 717 Unit/Person है. जबकि बिहार में मुश्किल से 100 Unit/Person है. ये आंकड़े बिहार के हालत को बयां करते हैं.
- बिहार को हर वह कदम उठाना होगा, जिससे उर्जा के उत्पादन में बढ़ोतरी हो, क्योंकि बिना उर्जा विकास नहीं हो सकता. खेती से लेकर उद्योग और सेवा क्षेत्र तक में उर्जा के बिना उत्पादन नहीं बढ़ने वाला.
- उर्जा को बढ़ाने के लिए बायो-गैस, कचरे से उर्जा, सौर-उर्जा, लघु-पनबिजली, पवन-उर्जा, नाभिकीय उर्जा से लेकर परम्परागत उर्जा स्रोतों तक सभी का इस्तेमाल करना होगा. क्योंकि इसमें हर किसी कि अपनी सीमा है. उदाहरंस्वरूप -
पवन उर्जा की संभावना बिहार में बहुत सीमित है. वैसे भी इसके लिए काफी बड़ा क्षेत्र खाली चाहिए जिसका बिहार में भारी अभाव है (आबादी घनत्व सबसे अधिक)
सौर उर्जा का उत्पादन फिलहाल काफी खर्चीला है. इसे ग्रिड में जोड़ा जाना कठिन है.
बायो-गैस में अपार क्षमता है पर उत्तरी बिहार में संयंत्र बाढ़ के कारण तबाह हो सकता है. जाड़े में बायो-गैस संयत्र काम करे इसके लिए ऐसी तकनीक का विकास करना होगा. घरेलु बायो-गैस के जगह सामुदायिक बायो-गैस संयंत्र बैठने होंगे (चीन की तरह).
कचरे से उर्जा उत्पादन का खर्च अभी काफी अधिक है, इसके लिए ऐसी तकनीक का विकास करना होगा जिससे यह सस्ता हो.
नाभिकीय संयंत्र की स्थापना काफी खर्चीला होगा और बिहार का अधिकाँश ईलाका भूकंप जोन में आता है, सो इसकी संभावना भी सीमित है.
जीवाश्म इंधन से उर्जा उत्पादन सस्ता है - पर अधिक दिनों तक नहीं रहेगा, वैसे भी यह ग्लोबल वार्मिंग का कारण है.
अभी बिहार की आवश्यकता करीब 3000 MW (पीक आवर में) है. जबकि आपूर्ति आधा ही होता है. उसमे भी नब्बे प्रतिशत केंद्र से मिलता है.
दूसरा पहलु - केवल उत्पादन बढ़ाना ही नहीं होगा. भारत उन देशो में हैं जहाँ बिजली के मामले में T&D Loss सबसे अधिक है (15% of Production) बिहार यहाँ में देश में प्रथम स्थान रखता है. यहाँ कुल बिजली उत्पादन का 40% T&D Loss के रूप में नष्ट हो जाता है. सो, इस पर भी ध्यान देना जरुरी है.

The Guwahati bench of the Central Administrative Tribunal (CAT) has quashed and set aside the government notification on the proposed recruitment of IPS officers from the army and central paramilitary forces through the limited competitive exam across the country.
The CAT bench had earlier granted a temporary stay after six officers of Assam police challenged the amendments to the Indian Police Service (Recruitment) Rules, 1954, made by the centre for recruitment of IPS officers through the limited competitive examination.
Six police officers of the rank of deputy superintendent of police or above in Assam police had challenged the amendments. The petitioners challenged the amendments arguing that the state governments can fill up the vacant posts of IPS officers if needed from the existing pool of qualified officers and this will harm the prospects of the petitioners. It was contended that the amendment will in effect substantially decrease in the number of nomination posts in IPS cadre, which otherwise would have been filled up from the state cadre.
Counsel of the petitioner senior advocate N. Dutta and advocate R. Borpujari argued that the inclusion of officers as feeder category for appointment to the IPS under the amendment is devoid of any cogent nexus with the objectives sought to be achieved. The counsels also argued that the respondent authorities did not consult with the Joint Cadre Authority of Assam and Meghalaya before making the amendments.
The respondents in the case include the union Home Affairs, Ministry of Personnel, public grievances & pension, UPSC, Ministry of Defence.
“We already have a pool of capable officers who can be promoted to IPS. Moreover, if the department wants then they can go for fresh recruitment rather than recruiting officers from other armed forces,” said Amitava Sinha, a petitioner who heads the crime branch here.
Last year, Prime Minister Manmohan Singh had approved the rules for the limited competitive examination to recruit IPS cadres from officers below 35 years of age, serving in the armed forces as well as the central and state police forces.
Meanwhile the Gujarat High Court has reserved its verdict on the same issue today.

ajayji aap kisi baat ko bahut acche se samjhate hain. good. ho sakta hai yahi karan hai ki kuch log aapse jalte hain. baaki log bhi yaha acche hain. par ek do character hain jo really apni ayogyata ke karan apse jalte hain.
I think tourism can change Bihar and it is more necessary than industrialization also. Why?
It does not only bring, money, force for connectivity development but also bring the dynamics of society and thinking which lacks in Bihar and same is the biggest impediment in development.

In ladko ne patna main inse bhi mulakkat ki. inhone ladko se sirf itna kaha ki main aapki baat ko secretary ke paas rakhunga aur meri koshish hogi ki sabhi subject ke sath sath aapke subject ke sath justice ho.
jab ladke copy check karne wale ka naam aur pata jaante hai to bpsc se fairness aur transparecy ki kya ummid ki jaaye.

I think it will be good for all of us that name of the copy evaluater should not be revealed clearly to anyone at any cost. Becoz it will make question mark on the fairness of the BPSC and ultimately harm all of us.
