Tribal welfare was the prime agenda behind the concept as the tribal’s constitute almost 28 % of the total population of the state while it is hardly 4 % at the non Jharkhand part of Bihar. The traditions, way of life and priorities of the tribal’s differ significantly from the non tribal’s, more particularly of the non Jharkhand region. Consequently, a local government more close and aware of the requirements of the tribal populace was thought as more desirable. This was the prime cause for the demand for a separate state of Jharkhand to shape up around the time of independence.
A separate historical perception about the region and vastly different geographical features: Because of the rough relief comprised of hills and forests and the large number of wild animals, Jharkhand was seldom a political part of Bihar.
Cultural differences amongst the tribal’s and non tribal people of Jharkhand region differs significantly from the non Jharkhand people with respect to culture and attitude to life. Individual level assertiveness, casteism, and crime are much less at Jharkhand as compared to the non Jharkhand regions.
Regional welfare was also an important objective because the share of the revenue of Bihar was generated from Jharkhand region while it received less than one fourth of the total budget to spend for regional development.
Majority of the funds generated were spent for other regions, and this happened for decades. The mineral and other natural resources were being exploited but the regional development was not commensurate.
The political representation of the tribal at the state level government was not proportional to the size, significance and population of the region. Most of the ministries were cornered by representatives from non Jharkhand region of Bihar.
However the objective was failed with distant margin due to political instability and misgovernance as peoples of the state struggling to get good life ,health facility, Employment, drinking water ,better infrastructure including road, transportation facility and even law and order.
People are force to migrate from the state for work and money governments are unable to push peoples care policy beaurocracy is out of controol naxalites are widening their base.
It is worth mentioning the statement of deputy CM of Jharkhand Mr Hemant Suren that the division was wrong .
