Ranchi,Oct,11:Jharkhand Public Service Comission(JPSC) is carefully cautious in taking any decision as they have decided to continue with the ongoing examination pattern for the 5th Civil Services Examination.
The new development is happend in line with the expectation as JPSC is yet to finalize the new pattern however Comission in consultation with the Government of Jharkhand has already Constituted an Expert Committee to review the pattern and syllabus of Combined Civil Services Examination conducted by it.
Earlier the Government of Jharkhand felt the need for making the recruitment examination contemproray relevent and reliable recruitment system amid past controversy.
The expert committee is likely to submit its recomendation shortly which will be forwarded to the state government for the approval and then it will be uploaded on the web site of the JPSC.
The comission have decided to give one year gap between adoptation of the revised pattern/syllabus and any examination on the pattern to provide adequate time to the applicant to adjust with the new system.
So amid ongoing development it is most likely that JPSC 5th Combined Civil Services examinatio which is expected to announce soon will go through previous pattern.

Today Examination controller refused to disclose merit list, It Puzzled me IF JPSC not prepared merit list then how result DECLARED?AND EVERY THING ALRIGHT THEN WHY NOT DISCLOSING MERIT LIST.
I HAVE APPREHENSION THAT JPSC HAS NOT PREPARED COMBINED MERIT LIST<Instead of that THEY SIMPLY PREPARE CATEGORY WISE MERIT LIST AND DECLARE RESULT< AND MAJOR FLAW IN RESULT IS 50% RESERVATION HAS EXTENDED TO UNRESERVED CATEGORY.

जागरण ब्यूरो, रांची : चौथी सिविल सेवा परीक्षा में सफल अभ्यर्थियों की मेधा सूची अब तक नहीं जारी होने से झारखंड लोक सेवा आयोग की पारदर्शिता पर सवाल उठ रहे हैं। पूर्व की परीक्षाओं में आयोग मेधा सूची के साथ ही परिणाम जारी करता रहा है। इस बार परीक्षा में शामिल कई अभ्यर्थियों की शिकायत है कि मेधा सूची प्रकाशित नहीं की गई। अखबारों में कुछ शीर्ष रैंक के साथ सफल अभ्यर्थियों की सूची जारी होने पर भी उनमें नाराजगी है। उल्लेखनीय है कि आयोग ने मेधा सूची जारी करने के बजाय अभ्यर्थियों के प्राप्तांक वेबसाइट पर जारी करने की बात कही है। इसके लिए अभ्यर्थियों को अपने नाम के अलावा जन्म तिथि इंट्री करनी होगी। इसका मतलब यह हुआ कि अभ्यर्थी सिर्फ अपना प्राप्तांक ही देख सकेंगे, दूसरे का नहीं। प्राप्तांक शनिवार से ही वेबसाइट पर उपलब्ध होना था। अब यह रविवार से उपलब्ध होगा। दूसरी तरफ, परिणाम में आरक्षित श्रेणी में चयनित निश्शक्तों की सूची शामिल नहीं होने से भी इस कोटि के अभ्यर्थियों ने सवाल खड़ा किया है। हालांकि इस संबंध में परीक्षा नियंत्रक सुमंत कुमार सिन्हा का कहना है कि क्षैतिज आरक्षण की वजह से ऐसा नहीं हो सका है, जबकि निश्शक्तों को वाजिब आरक्षण दिया गया है। इस संदर्भ में निर्वतमान राज्य निश्शक्तता आयुक्त सतीश चंद्रा का कहना है कि उन्होंने अपने कार्यकाल में जेपीएससी तथा जैक सहित सभी विभागों को परीक्षा परिणामों में निश्शक्त अभ्यर्थियों के लिए भी सूची शामिल करने का निर्देश दिया था।

my view is same that of you . i have got 76 marks in gs 2 which was my best paper while i had got 98 in paper 1 in which i had not answered many questions , i got 389 in history while only 192 in pa in which i was more confident .i am unable to understand the marking .

Moreover Interview ke bad scaling to right to equlity ka voilation hain, JPSC manmane tarike se kam kar rahi hai.Ab Bhi waqt hai hum JAGE aur JPSC Ke manmani par rok ke liye kam se kam un logo ka samrthan kare jo is bhrasht system ke khilaph lad rahe hain.MAIN me appear sabhi student ek jut ho kar JPSC ke manmane decision ka virodh kare. PT me scaling me kuchh subject me marks ghate kuchh me badhhe. Magar Mujhe yah baat samajh me nahi ayee ki mains me ekhi subject ke ander kuchh ke marks bahut badhhe aur kuchh ke bahut kam ho gaye. Ex- anthro me mujhe 397 ke ass-pas marks mile jabki mere frnd jo mere level ka tha usey 240. Isi tarah mujhe lsw me 275 mile jabki use 361. Aisha lagta hai marks manmane tarike se ghataye-badhaye gaye. Pub ad me bhi kisi ko 390 aur kisi ko 211 mile. Iske alawe sabhi state me aur upsc me scaled marks ghatate hai jabki yaha bahut badhh gaye.
Yah to pucca hai ki scaling interview aur 17 nov ke baad hui hai. Mains qualify nahi karne walo ka ab tak scaling nahi hua hai jiske karan jpsc unka marks nahi de pa rahi hai.
Inhi karno se jpsc final cutoff aur 657 ka merit list jari karne ko taiyar nahi hai.
Agar koi meri baat se sahmat na ho to comment ko ignore kare.
Mere marks toh bahot kam hai vidyarthi ji lekin ye result to pakka jayga. Chahe rti se jay ya highcourt se.koi nhi rok sakta.

JPSC ne Galat tarike se scaling kar result diya hain. JPSC ko raw marks and scaled marks paper wise jari karne ke sath sath,Main mein appear huye candidates ka marks jari karna chahiye tabhi sab clear hoga. INTERVIEW call ke bad scaling illegal hai. Sabse badi baat hain ki ye scling marks ke moderation ke liye hota hai, na ki artificial tarike se marks ko inflate karne ke liye. Yadi abhi JPSC kuch durusat nahi karti to BHAVISHYA me sudhar ki gunjaish nahi hai,JPSC officils totaly incapable, marks ko UPSC ke formula se moderation karna chahiye. we should ask for our Unscaled marks as well as scaled marks paperwise under RTI act with applying LIFE And LIBERTY clause so that JPSC must provide information within 48 hours.

yes scaling method absolutely faulty hai...ek hi subject me jo banda kisi paper me upar ke 5-7 ladkon me hai uske marks ko 199-198 tak pahuncha diya gaya hai... jabki usi subject me jo topper se real marks me 15-20 marks neeche hai uska marks kafi kam kar diya gaya hai....jiske chalte usi subject ke 2 ladkon ke real marks aur scaled marks me kafi difference aa gaya.. scaling aisa hona chahiye tha ki agar do ladkon ke marks ke beech usu subject ke usi paper me difference 20 marks hai to scaling ke baad v wo difference 20 marks ka hi hona chahiye tha.....
but yahan difference 40-50 marks ka hogaya jiske chalte gs aur interview ka koi value hi nahi rah gaya...
agar x n y do ladke hain.... usme se x ka real marks agar suppose kijiye lsw me 120 hai
aur y ka real marks 140 hai to y ka marks 20 jyada hai x se..
aur gs me y ka marks 110 aur x ka 130 hai i.e x ka marks 20 jyada hai to
overall dono ke marks equal hain as x ka marks gs me jyada hai 20 aur y ka paper me..

lsw me y ka marks 140 se barh kar 199 ho gaya jabki x ka marks 120 se barhkar 155 hi hua.. ab y ka scaled marks x se 44 jyada ho gaya...
jabki gs me chunki koi scaling nahi hui to difference 20 hi rah gaya...
so jahan pre scaling x aur y ka total marks equal tha..
ab scaling ke baad same subject rahne par y ka marks 24 jyada ho gaya.. jabki x bechare ka koi fault nahi hai isme....
so this is a faulty scaling under all circumstances...
topper ko suna hai 790 hai 800 me... means 395 395 in each subject.. means 198,197,198 n 197 in 4 papers.. wo v psychology n lsw me .. kya ye possible hai ki humanities me ek hi bande ko har paper me itna marks mile.. upsc me to kavi v aisa case nahi dekha gaya hai..

Main ke result ke bad scaling JPSC ne kiya hain ,scaling yadi main ke result ke pahle hota to challange karna difficult hota, but now scaling has done after interview so no court will certainly sruck down scaling.Because it is violation of art 14.

I have marks of atleast 20 candidates jinke scaled marks 690-740 ke range me hain and they called for interview,ab to clear ho gaya hai ki scaling interview ke baad hua hain.ESLIYE hi JPSC main me fail student ka marks nahi de kar mamle ko dabane ki koshish kar rahi hain.

you are too "murkh" to be here scaling not only increases marks but also decreases marks . and in some papers the decrease is too much . it seems to me that the scaling system of jpsc assumes that if few candidates score high in a subject than it was easy to score , so while the marks of topper remains unaffected the marks of rest of people decreases irrespective of number of candidates in that paper .
i have score of many candidates and while people get as low as 130 in geography, 170 in public administration, and 175 in anthro the papers like lsw has minimum not less than 250 , regional languages not less than 270 , so where is the parity

I Moderation and scaling of marks are two different techniques used by examining authorities for achieving common standard of assessment of marks.
II UPSC does not apply the method of scaling of marks in evaluating the answer-sheets of the candidates pertaining to Civil Services (Main) Examination and confines the application of the said method in evaluation of answer-sheets of the candidates pertaining to Civil Services (Preliminary) Examination.
III The method of moderation of marks propounded by Supreme Court in Sanjay Singh‟s case (supra) is similar to the W.P.(C) No.6586/2010 & Conn. Matters Page 38 of 43 one applied by UPSC in evaluating the answer-sheets of the candidates pertaining to Civil Services (Main) Examination.
JPSC has applied scaling in main so Court will scrap it no dobut about it.
Head-Examiner for the evaluation of the answer-books of that subject/paper. Whenever the number of candidates is very large in a particular subject, the Commission appoints Additional Examiners from amongst subject experts. Each Additional Examiner evaluates approximately 250 to 300 answer books. To achieve uniformity in valuation, where more than one examiner are involved, the UPSC arrange for a meeting of the Head Examiner with his additional examiners for each subject soon after the examination is over. At this stage, they thoroughly discuss the question paper and the appropriate answers. They also carry out a sample valuation of answer books and this is reviewed by the Head Examiner and variations in marking, if any, are further discussed. After the discussion is over and the standard of evaluation of Answer Scripts has been decided upon, the examiners disperse and complete the valuation of answer books according to a given time schedule. 21. This exercise alone is not enough to bring about uniformity of assessment since, in the process of valuation, the examiners tend to deviate from the standards laid down by Head Examiner and expected to be followed. The UPSC therefore, apply further checks to ensure uniformity in evaluation
answer scripts. 22. After all the answer scripts duly evaluated are received back in the office of the UPSC from each Additional Examiner, they are kept separately each Additional Examiner-wise. To ensure that Additional Examiners have not deviated from the uniform standards of evaluation and followed the agreed norms the Head Examiner conducts sample survey W.P.(C) No.6586/2010 & Conn. Matters Page 13 of 43 of the 20 answer books (ten highest scoring answer books and ten selected random in respect of each of the additional examiners). Depending on the standards adopted by the additional examiner, the Head Examiner confirms the awards without any change or carries out upward or downward moderation according to the degree of leniency or strictness in marking. The awards given by the Head Examiner of these revalued 20 answer books are accepted as final. 23. As regards the other answer scripts, to achieve maximum measure of uniformity inter se the examiners, the award of marks by the additional Examiners are moderated as considered appropriate by the Head Examiner. To achieve the uniformity in the standards of evaluation, this exercise is done in regard to each subject in the Main Written Examination

The respondents on the basis of said order dated 03.12.2010 of the Supreme Court again sought the information from the appellant UPSC and upon not meeting with any success, filed W.P.(C) No.218/2011, from which this appeal arises, seeking a direction to the appellant UPSC to disclose the following information:
(i) details of marks (raw and scaled marks) obtained by the selected candidates in their respective optional subjects of the Civil Services Preliminary Examination, 2010;
(ii) details of the marks (raw and scaled) obtained by the respondents themselves in the said examination;
(iii) the cut off marks of each optional subject in the said examination.
We therefore do not find any merit in LPA No.229/2011and dismiss the same. Axiomatically, W.P.(C) No.3316/2011 is allowed and the UPSC is directed to within eight weeks hereof disclose the information sought therein.
19. Though UPSC has indulged in re-litigation but giving benefit of doubt to UPSC that the resistance to disclosure is an after effect of the pre- RTI era, we refrain from imposing any costs on UPSC.

yes bhale hi wo ST handicapped ka hi tha but uske qualify karne ka chance jab tha hi nahi to use interview call kyun diya gaya????isse ye to clear hai ki baad me sirf un logon ke beech scaling kiya gaya jo ki interview ke liye qualified the aur achhe ladke the.. agar savi 2200 ladkon ke beech scaling hoti to same formulae par v scaled marks change hote as bahut ladkon ke kafi kam raw marks honge but since scaling me unhe shamil nahi kiya gaya .. isiliye kai interview me pahunchne wale ladke achhe raw marks lakar v
scaled marks me bahut kam score paye.. scaling agar hoti v to sabko milakar honi thi although ye tarika jo scaling ka hai wo to sarasar galat hai.. atleast savi chairman ko mail likhiye unhe bataiye..
JPSC ke 4 th civil services exam ke final result me bhari gadbadi hai,what are irregularities ...
1. JPSC has declared mains result on the basis of unscaled marks and later after interview they scaled the marks of main exam and then declared final result on the basis of scaled marks.Its case of arbitrary decision by JPSC.
2.UPSC follow moderation for main exam, but JPSC done scaling and inflated the marks UP TO99.25% in even humanities papers.most of the selected candidates awarded between 90-99.25 % scaled marks on other hand in same subject due to scaling candidates awarded even only 6% marks.
3. After result of main exam the process of scaling is gross violation of ART 14 &Art 16 of constitution,those failed in main exam.
4. DUE TO SCALING AFTER INTERVIEW the difference of marks between selected candidates is more then 200-300 and 500 marks in some cases,where total marks 1400. (1200 optional+gs and 200 interview).
it clearly indicates that the scaling method is faulty. Topper of exam has scored 790 marks out 800 in two optional papers after scaling.
5.My humble request to you all kindly look in to the matter for the sake of meritorious candidates of our state, you will be very much able to understand this arbitrary and illegal decision of JPSC .students should understand the complexity of the matter.

High court me writ hoo raha hai tab sab news paper mee aa jayega.
Jo news paper nikalega usko JPSC advertisement nahi deta hai.

Aaj ya kal highcourt me writ file hoga alok singh ke bench me. Advocate manoj tandan.
Roll no 7100902 wala case me hi jpsc fans jaygi. Aaj ho ya 1 saal bad logo ko justice jarur milega. Pass fail badi chis nahi hai. Agar system and rule sahi ho to sahi log hi pass honge. Yaha scaling galat method se hua hai kuchh logo ko fayda pahuchane ke liye. Ek hi sub me kisi ko 99% kisi ko 6%. Clear indicate karta hai ki scaling mains result ke baad hua.
Court me iss rerult ka faith kharab hi hoga. Kuchh log out honge and kuchh out.

bhai shivam tum dimaag ka istemaal karo ki ka kya ye galat nahi hai.. agar scaling kaarni thi to mains ke time par karni thi....pahli baat kitne ladke jo mains qualify karte agar scaling pahle hota par qualify nahi kiye.. Ab mains ke baad scaling ke calte kisi ko 9% to kisi ko 6% mila jabki unke raw marks me jyada difference nahi hoga.. aur mains me scaling kahin nahi hoti.. hota hai to moderation...kaun sa subject aaya wo important nahi hai kaun ladke aaye aur kinhe aana chahiye tha ye important hai.usi subject ke kisi ladke ko 99% aur kisi ko 6 jabki raw marks me jyada difference nahi hai..
Topper ko 1122 marks aur 648 position wale ko 580 means 542 ka difference.. kisi v exam me do interview ke liye call kiye gaye candidate me itna difference suna hai wo v 1400 mein...
sivam ji,aapne bataya ki exam february me hohi,notification kab tak aayega.
ranjan rpsc me pichali baar 6 students ko pub admn ,philosophy me 399 marks the aur topper aur last cutoff ke bich 610 ka difference tha .arre bhai bina jaane mat bolo
NOTIFICATION next week me aa raha hai.. 100 seats DSP k hai.. jpsc ne apne site pe syllabus bhi daal diya hai..
@ ranjan... sir aap handicapped ST ka marks topper se kyun compare kar rahe hai? reservation k andar reservation mila hai usko.. wo 300 bhi lata to call aata usko..rajasthan pcs ki marking check kar le.. sare doubts clear ho jayenge.
@ ranjan.. bhai yaha pe ye sb discuss karke kuch nahi milega.. hmlog ko kuch bataiye ki prelims ka taiyaari kaise kare? last time 260 tha score par select nahi hue the.. general studies k lie kya kare..
