SAMPLE QUESTIONS BASED ON REVISED PATTERN OF CS(P) EXAMINATION EFFECTIVE FROM 2011

A set of 14 sample questions for Paper-I and Paper-II of the Civil Services (Preliminary) Examination, on the revised syllabus and pattern, are given below. These questions are indicative of the type of questions that may be constructed and used by UPSC in Paper-I and Paper II of CS (P) examination, 2011. However, neither the content nor the structure/type of questions may be construed as being exhaustive or limiting the freedom of UPSC to set questions based on the syllabus prescribed for the examination.

It may be noted that as per the existing practice, both the question papers would be bilingual (English and Hindi), except for some questions specifically intended to test English Language Comprehension skills, which would be in English only. Some more sample questions may be put up subsequently. Hindi version of the sample questions would follow.

From being a very poor country in the 1950s and a ‘basket case’ in the mid 1960s, it has emerged as the fourth largest economy in the world (in terms of purchasing power parity). Our economy has become one of the fastest growing economies in the world. Now the country is one of the leading players in the world knowledge economy with vast intellectual capital and booming software and information technology services. CSAT Papers

The new format of the civil services examination is yet to get into practice, but been planned to hit the road from the year 2011 onwards under the category of ‘Civil Services Aptitude Test (CSAT).’

According to the new scheme, the candidates would be facing an aptitude test in the place of ‘General Studies’ and ‘Optional Subjects’ question pattern that were conducted under the plan called as the ‘Preliminary examination.’ The Union Public Service Commission has been established under the ‘Article 315’ of the Constitution of India for coordinating the effective functioning of the All India Services, common to both the states and the unions.

It is also responsible for conducting the All India Civil Services examinations for appropriate admissions to the civil services, such as Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Forest Service (IFS) and to other government related jobs, which could be grouped under Group ‘A’ and Group ‘B’ categories

Civil Services (Prelim) Exam.-2011 CSAT Syllabus

From Civil Service Examination 2011, Preliminary Examination would consist of two papers- Paper I and Paper II. The syllabus and pattern of the Preliminary Examination would be as under :

(Paper 1) (200 marks) - Duration : Two hrs.

Indian and World Geography- physical, social, economic geography of India and the world
Indian Polity and governance – constitution, political system, panchayati raj, public policy, Rights issues, etc.

Lockheed Martin System Hacked


Lockheed Martin, one of the world's largest defense contractors, is also known for the great fighter plane F -16 producer was hit hard by hackers this week who used falsified SecurID electronic tokens to gain access in their system. The breach threatens the security of the secret data and information on present and future military with them.
It is not clear till now that anything was stolen during the breach. It isn't even clear what the hackers want, but the attacks are being traced back to an hacking campaign back in March on the RSA Security arm of the EMC Corporation, which is an important information storage firm in the country. The attack compromised the security of anyone using the RSA technology—which means most Fortune 500 companies, other military contractors, and even the Pentagon is operation over this technology
Most of these companies have since taken strong action to deal with the security issues associated with them, but as Rick Moy, president of NSS Labs, told Reuters, "Given the military targets, and that millions of compromised keys are in circulation, this is not over."
Lockheed looks quite confident that their broader security systems are in place and they have served to prevent or at least soften the blow from this breach. RSA, however, is at a different condition as facing critics because of this slag.
The RSA breach did raise concerns about any security tokens that had been compromised, and EMC now faced tough questions about whether "they can repair that product line or whether they need to ditch it and start over again," he said

Bihar Public service commission is going to release the result in coming week.As per Hindustan Times (29 April) Patna Edition, the Seats have increased from 257 to 507 that includes the newly created and approved Bihar Gramin Sewa.So guys, dont worry, most of the candidates will write Mains now.

As per the news, 40% students were absent in PT 2011 on 17th April.In BPSC number of seats has been increased from 257 to 507. 250 more posts of Rural Development Officer is expected to add.So, it is expected that total number of candidates qualified in BPSC PT would be 12000 i.e 10% of candidates appeared in the exam.

Since, questions are average type i.e 100 questions out of 150 are very simple and easy and rest are tricky. We can expect a very happening next week as for as announcement of seats and PT results.PT evaluation has been done,PT results is getting delay just because of announcement of seats cut off would be as follows: -

General: -104-106

OBC: – 99 -102

EBC — 89-91

SC— 81-85

One such application for information came seeking name with marks of the selected candidates under physically challenged categories in the second Combined Civil Service Examination. Pertinently, the entire examination process and selection done is under scanner as Vigilance Bureau is investigating the matter. More than 50 selected candidates have been suspended and FIRs have been logged against the officials of the Commission including the then Chairman of JPSC.

A senior official of the JPSC said, “We are getting several applications of such kind. Most of the applicants want to know about respective cutoff marks, reservation criteria and others. We have received an RTI application seeking qualification set for selection of director in Science and Technology department.”

A similar application has been filed from the political party of the State seeking crucial information on the selection done for a senior position. The Commission has been in the centre of the storm amid multiple allegations of corruption in the examinations conducted by them. Former chairman of the JPSC Dilip Prasad and most of the then members are in jail for misusing the authority.

Vigilance Bureau has also found widespread irregularities in the first combined civil services exam and FIRs have been filed against Chairman Dilip Prasad and members including Radha Govind Nagesh, Gopal Singh, Shanti Devi, Aliec Usha Rani Singh and Ram Prasad Sahay (under secretary). Besides these, all previous recruitments done by the Commission are under the scanner of the Bureau.

Vigilance IG, M V Rao, who is handling the case, had said, “more information would be required to nab other players involved in the scams and called the people to come forward. Information sought under the RTI may be relevant in boosting the investigation.”

The vigilance department had recommended scrapping the appointment of more than 500 appointments done by the JPSC including from Administrative section, Engineers, Deputy Registrars of University, Lecturers and other post as well several of them are working from last five years.

The Jharkhand Public Service Commission (JPSC) has been moving at a snail’s pace, as they are continuing to work with Parvez Hassan, acting-Chairman and Deputy Secretary-cum-Examination Controller Ratikant Jha.

JPSC is facing severe staff shortage, the State’s recruitment board is finding it difficult to discharge its duties on time, as 18 examinations scheduled to be conducted by the JPSC in this year. They have conducted the JPSC 4th PT earlier in this year which result is delaying by the commission.

The JPSC has earned a bad name among the people in the State over huge allegations against former Chairman Dilip Prasad for irregularities and misconduct in the second State Commission examination and recruitment of State administrative officials in various departments Dilip Prasad with their allies are in Jail facing a trial in the court.
As the last acting Chairman RC Kaithal retired from office in January this year, Hassan has been working as the chairman after the State Government decided to appoint the former as acting chairman of the Commission. After Kaithal’s retirement, the number of members was reduced to two only.

Meanwhile, the Jharkhand Government is going slow to take a decision over the new chairman of JPSC. While the Commission is working with just two officials, no appropriate action on appointing a permanent chairman for the Commission has been taken by the government, because the encroachment issues across the State, topping the priority list have been completed. Commission also needed 25 to 30 other staff to execute the hectic examination process most of the staffs are on deputation basis in the Commission. Scarcity has increases after an examination process begins.

The file carrying list of probable candidates for the top post has been gathering dust at the CMO for almost three months. “The file with names of possible candidates is still lying with Chief Minister Arjun Munda for last couple of months without any decision on it,” a senior IAS official said.

The situation is so acute that most of the Commission’s work has been allotted to third parties, many of which are associated with the Central or other State Governments.
