The Union Cabinet approved the Planning Commission's proposal to place the Approach Paper to the 12th Five Year Plan before the National Development Council (NDC).
The theme of the the 12th Five Year Plan is "faster, sustainable and more inclusive growth", Information and Broadcasting Minister Ambika Soni told media here.
The Approach Paper to the 12th Five Year Plan has proposed a target of nine per cent growth for the 12th Plan. Health, education and skill development, environment and natural resources and infrastructure development will be the focus areas in the 12th Plan.
The meeting of the Planning Commission on 21st April considered a presentation on “Issues for the Approach to the 12th Plan”. Based on the discussion, the Commission has finalized a Draft Approach Document.
The basic objective for the Twelfth Plan is faster, more inclusive and sustainable growth. With the conviction that an inclusive growth strategy is essential to address some of the main growth constraints outlined above, and to make the target growth rate feasible.
The key instruments for making growth more inclusive which are Better performance in agriculture (at least 4% growth).Faster creation of jobs in manufacturing sector, stronger effort at health, education and skill development.
Reforming the implementation of flagship programmes to increase their effectiveness in achieving the objective of greater inclusion.
Special challenges focused by vulnerable groups and backward regions. The need for a special focus on backward regions has particularly become urgent.
Re-estimate India’s water balance basin-wise. All aquifers must be mapped over the next five years and aquifer management plans put in place. It targeted to create 100,000 MW of new power capacity in the Twelfth Plan.
