Public service commission (JPSC) Ranchi which is known as the most
controversial public service commission in the India is now struggling to go
ahead with the next level of examination amid controversy over the recently
announced PT result.
Earlier JPSC had
successfully conducted the examination after several postponements despite of
claimed carefulness by the JPSC the questions asked in the 4th PT examination
are under the centre of controversy.
The toughness level of
various optional papers was not at same level so the competitive advantage in
this 4th civil service examination is extensively under the favor of some
privileged optional. Especially the history optional paper was so easy that
average students had marked more than 90 questions.
To tame the misbalance JPSC adopted the scaling system and this system has criticized by the aspirants furthermore several defaults are also reported by the media in the published result.
According to insiders
,Examination controller of JPSC Rantikant Jha has also admitted that there are
several mistakes in PT result ,and it looks that commission is trying to
rectify in result therefore students who passed in the PT is still waiting for
the mains form.
If JPSC will revise the result it will show
the exit way to some of the aspirants who has already cleared the PT and some new aspirant will
appear in mains basket.
The credibility of the commission is still deteriorating under newly appointed chairman Shiv Basant.
Mains examination is already
delayed it further raised the question over the competency of the JPSC to take
the examination.

जेपीएससी द्वारा रिजल्ट में गड़बड़ी करने का सिलसिला चौथी सिविल सेवा परीक्षा में भी नहीं थमा। इस बार जहां नि:शक्त अभ्यर्थियों का कट ऑफ माक्र्स सामान्य श्रेणी से भी ज्यादा कर दिया, वहीं ओबीसी के दर्जनों पास छात्रों को फेल कर दिया गया। विरोध हुआ तो जेपीएससी ने गुरुवार को इन गलतियों को सुधार लेने का दावा किया। हालांकि स्थिति जस की तस है। एक सप्ताह पहले भी गलतियों की शिकायत मिलने पर आयोग ने पीटी के रिजल्ट में सुधार किया था।
जेपीएससी ने चतुर्थ सिविल सेवा के विकलांग अभ्यर्थियों के साथ अन्याय किया। इनके कट ऑफ माक्र्स सामान्य कोटी के अभ्यर्थियों से अधिक निर्धारित किए गए। एससी वर्ग के लिए कट माक्र्स 203.3937 तय है जबकि इसी वर्ग के विकलांग (पीएच) के लिए 228.8402 तय है। बीसी (2) वर्ग के लिए 227.2631 निर्धारित हंै, पर इसी वर्ग के विकलांग (बहरे) के लिए 236.942 व शारीरिक रूप से विकलांग (पीएच) के लिए 229.2817 तय हैं। स्पष्ट है कि विकलांग अभ्यर्थियों का कट ऑफ माक्र्स अपने वर्ग के अभ्यर्थियों से अधिक है।
रिजल्ट के प्रकाशन की सीधी जिम्मेवारी परीक्षा विभाग की होती है। रिजल्ट का सत्यापन अंतिम तौर पर अध्यक्ष ही करते हैं। इसलिए जिम्मेवारी भी परीक्षा नियंत्रक और अध्यक्ष की बनती है।
ओबीसी के दर्जन भर से अधिक छात्रों को कर दिया गया फेल
जेपीएससी ने ओबीसी वर्ग में कट ऑफ माक्र्स 227.2631 रखा था, लेकिन 199.485 अंक पाने वाले छात्र भी पास कर दिए गए। इसी प्रकार एससी वर्ग में कट ऑफ माक्र्स 203.3937 था। 202.9405 अंक लाने वाले पास हो गए। बीसी-1 में कट ऑफ माक्र्स 199.7894 निर्धारित था, जबकि 199.4683 अंक लाने वाले अभ्यर्थी पास हो गए।

scaling system was good.all of the people abusing scaling system were those who had regional language papers in mains of 3rd JPSc and have hijacked mains score with absurd marking of regional language paper. they want to do the same this time.

It is known fact after UPSC has dumped the scaling system because of errors and agitation.
More than 100 aspirants got more marks than the total marks for that examination was taken because of the scaling parameters adopted by the JPSC

JPSC not only adopted unfair scaling system in evaluation of paper but the large chunk of questions were repeated from the UPSC previous year papers.

जेपीएससी की चौथी सिविल सेवा परीक्षा (पीटी) के तीन वैकल्पिक विषयों (लोक प्रशासन, समाजशास्त्र और भूगोल) के प्रश्नपत्रों में भी गड़बड़ी हुई थी। इनमें यूपीएससी (पीटी) 2009 के लोक प्रशासन परीक्षा में पूछे गए 28 प्रश्न जेपीएससी की परीक्षा में रिपीट कर दिए गए। जेपीएससी के परीक्षा नियंत्रक रतिकांत झा की जांच में यह मामला सही पाया गया। इसी आधार पर उन्होंने रिपोर्ट में इन विषयों की परीक्षा रद्द करने की सिफारिश की थी। लेकिन जेपीएससी ने उनके सुझाव को दरकिनार कर दिया। गौरतलब है कि 13 मार्च 2011 को पीटी परीक्षा आयोजित की गई थी।
गड़बड़ी पकडऩे के बाद रतिकांत झा ने 16 मार्च 2011 में अपनी नोटशीट में लिखा था कि जेपीएससी द्वारा पूर्व में आयोजित परीक्षाओं की जांच निगरानी कर रही है। इस कारण इस संस्था पर प्रश्नचिन्ह लग गया है। इसलिए झारखंड सरकार की साख और कमजोर वर्ग के छात्रों को ध्यान में रखते हुए तीन पेपर की परीक्षा रद्द कर दी जाए।

झा की नोटशीट में जेपीएससी के एक सदस्य डॉ. ज्योति लाल उरांव ने भी अपना पक्ष रखा था। उन्होंने लिखा कि दूसरे राज्यों के आयोगों और यूपीएससी से इस संबंध में जानकारी लेना ठीक होगा। इस तरह के मामले में क्या प्रक्रिया अपनाई जाती है और अन्य विषयों में क्या शिकायतें मिली हैं, इसे जानने के बाद ही किसी निष्कर्ष पर पहुंचना उचित होगा।
जेपीएससी की चतुर्थ सिविल सेवा परीक्षा (पीटी) में विकलांग श्रेणी के गड़बड़ी का एक नया मामला सामने आया है। इस श्रेणी के आठ अभ्यर्थियों के नाम दूसरे आरक्षित और अनारक्षित दोनों कोटे में शामिल कर दिए गए थे। जेपीएससी ने इनके स्थान पर आठ नए अभ्यर्थियों को सफल घोषित कर दिया। इनमें से सात के माक्र्स कट ऑफ माक्र्स से कम थे।
जिन विषयों की परीक्षा रद्द करने का प्रस्ताव दिया गया है, उनका मूल्यांकन कराया जाए। इससे यह पता चल सकेगा कि प्रश्नों की पुनरावृत्ति से कितना लाभ हुआ है। साथ ही अन्य विषयों में प्राप्त अंकों से तुलना के बाद तर्कसंगत निर्णय लिया जाए। सतर्कता के साथ मूल्यांकन शुरू किया जाए। इसके बाद लोक प्रशासन, समाज शास्त्र और भूगोल के प्राप्त अंकों की तुलना किसी अन्य तीन विषय से कर आयोग के समक्ष प्रस्तुत करें।

झारखंड लोक सेवा आयोग (जेपीएससी) की चौथी सिविल सेवा परीक्षा के पीटी परिणाम में हुई गड़बड़ी को नि:शक्तता आयुक्त सतीश चंद्र ने गंभीरता से लिया है। उन्होंने जेपीएससी सचिव से पूछा है कि आखिर किन परिस्थितियों में नि:शक्त अभ्यर्थियों के कट ऑफ माक्र्स सामान्य अभ्यर्थियों से अधिक रखा गया। उन्होंने परीक्षाफल में हुई त्रुटि को अविलंब दूर करने को कहा है। दैनिक भास्कर ने शनिवार के अंक में चतुर्थ सिविल सेवा परीक्षा के प्रारंभिक जांच परीक्षा परिणाम में विकलांग अभ्यर्थियों का कट ऑफ माक्र्स सामान्य अभ्यर्थियों से अधिक रखे जाने के संबंध में प्रमुखता से खबर प्रकाशित की थी। झारखंड सरकार के संकल्प 7281/7 नवंबर 2007 के अनुसार सरकारी सेवाओं में नियुक्ति, प्रोन्नति एवं शैक्षणिक संस्थानों में नामांकन में विकलांगों को तीन प्रतिशत आरक्षण देने का प्रावधान है।

I know that you have fought a strong case against UPSC from CIC to supreme court that finally forced the UPSC to change the pattern.

I think there are minor abnormalities in the publication of results which JPSC will correct under the capable and honest leadership of Mr. Shiv Basant. JPSC should stand strong and proceed to conduct Main exams without any further delay. This will be real appreciation for the students who have worked hard to clear the very competitive PT exam.

@Sonalika Sinha: This is the different ball game here because JPSC is on Patchy wicket because of its previous track record.
Somewhat rightly pointed out by your peer Poonam Sinha in her comment.
What I feel it will be tough to comment on subjunctive matter because issue is raised in the Ranchi High Court.
JPSC will find hard to defend the case against them,It will depend upon the councils of the Students.
I also state that Ranchi High Court is not as strict as Patna High Court and Allahabad High Court.
It is just a matter of time you will get some verdict.
Till it is the suffering time for both the passed candidates as well as failed candidates.

JPSC must disclose the answer key &unscaled marks.It seems that corrupt persons in JPSC by illegal means,are playing with the life of aspirants.Pt result must be cancelled &fresh result of more than 15000 must be declared by correcting mistakes. How much result has to declare, is a policy matter & govt. must take action on this issue. Wrong policy can't be justified on the ground that it has been mentioned earlier. Also if JPSC is not able to conduct mains exam of at least 15000 candidates then hounble Governor should write to president for issuing order to UPSC to takeover the functioning of JPSC
