Allegation-hit JPSC all set to outsource Entire examination process



Ranchi ,Feb,2: Struggling  with the reputation of falling to take free and fare examination  and being consistently inconsistent, the Jharkhand Public Service Commission (JPSC) has filally decided to outsource the process of examination to public or private firms.

 With the decision JPSC  will only confine itself into the role of monitor with minimal intervention into  their scrutiny, release of admit card publication of application forms,and publication of result, barring conducting exam and preparing results.

The JPSC has invited an EOI from capable firms to provide the services that would be available online to lakhs of examinees. The decision is already under implementation in several public service commissions, including the UPSC for recruitment process.

Speaking over the reasons behind the outsourcing decision, JPSC offocial said that the Commission intrested to do away with cumbersome examination process, starting from inviting applications for 30-odd exams in a year and finally publishing the result. “It has been a hectic work for the Commission particularly when it is struggling with insufficient staff and other infrastructure required. Outsourcing of this kind would ease the pressure on us. Process of inviting applications and its scrutiny, issuing admit cards, compilation of data and release of result would be done by the company,” said Controller of Examination RK Jha while talking to media.

This action was most warranted in the wake of regular controversies surrounding the JPSC amid charges of compromising on free and fair selection process. Most of the exam results have been challenged in the courts and are under the various stages of investigation .

Similar initiative done ahead of the 4th Civil Service faltered badly when names of candidate from several categories were repeated in other lists as well. The JPSC had appointed Kendriya Bhandar for similar services that failed in improving its functioning and conduct. Nevertheless, the JPSC don't want to any chances for this time.

Conditionality involved say the bidders should have been in business for a period of at least 3 years with established track record and posses 5 years of existence in the field of software development and IT related activities. ISO 9001:2000 certification and being in similar business with UPSC and other State Commissions, UGC etc would boost the chances.

“We have not looked for cost this time. Only firms with reputation in working with Commissions and proven track record in such services would be selected for the job. It is for bettering our image and also to expedite the recruitment process,” said a member of JPSC.

The company would be paid on per-application-form basis. A pre-bid conference has been conducted. The service is likely to be handed over to the selected firm in March 2012.

Ranchi High Court Vailedated 3rd JPSC Civil services Result


Ranchi,Feb,2:Ranchi high court validated the amended result of 3rd JPSC examination.The decision was came out after hearing the matter by the bench comprising Chief Justice Prakash Tatia and Justice P P Bhatt who decided after looking at the 14 answer sheets.

JPSC has claimed that ammended result was published because of errirs in data management so seven candidates were failed in republication of result.

Ranchi high court is now a days quite busy in handling the JPSC related matter because several matter associated with almost all the examination conducted by JPSC since their establishment riming around several bench of High court.

French Rafale emerges as a clear winner


New Delhi, Feb, 2: The race for the world's largest fighter plane deal which ended today as the French Rafale emerges as a clear winner. The Indian Air Force has decided to buy 126 Rafale fighter jets from France for Rs 52,000 crores.

The Rafale fighter jet built by the French firm Dassault emerged who had placed the lowest tender in the Medium Multi-Role Combat Aircraft (MMRCA) competition beating the Eurofighter.

The Rafale has been chosen because of life-cycle costs and top-level operational performance the Air force finds convenience as they finds it has some similarity with Mirage-2000 which is with them. Negotiations will also include important technology transfers guaranteed by the French Government. 

The realization of the Rafale project will illustrate the depth and scale of the strategic partnership between France and India commenting on the deal French president told that it was win of superior technology.The Rafale is a multirole fighter jet which means it can carry out air defence ground attack, and reconnaissance roles. It can carry air to air, anti-ship and air to ground missiles as well.

It is powered by twin delta engines adding to reliability. It is capable of carrying nuclear warheads too.Air Marshal PS Ahluwalia said, "This deal is very good for the Indian air force we actually started a process in 1998 it has continue till now and coming 10 years till it conducted in air force it decently increase the potential of the air force and also of Indian military it will contribute to national security.

"The Rafel does not yet have the sophisticated AESA radar which will enable tracking of multiple targets simultaneously. But Indian Air force believes that it is currently under development in France and will be given to India. Technology transfer and offsets will be critical to successful conclusion of contract negotiations.

The irony for India is the Dassault had informally offered India an advanced version of the Mirage called the Dash Five including its assembly line nearly ten year back. The offers were included some Rafale fighters with them.

The Air Force and  Ministry Defence in their infinite wisdom refused what today will cost more than 52,000 crore to the country it could have been had at a far lower cost if country would have accepted the French offer that time.

Rafale is a powerful French twin-engine delta-wing multi-role jet fighter aircraft



The Dassault Rafale is a powerful French twin-engine delta-wing multi-role jet fighter aircraft designed and built by Dassault Aviation.It is called an "omnirole" fighter by its manufacturer.

Introduced in the year 2000, the Rafale is being produced both for land-based use with the French Air Force and for carrier-based operations with the French Navy. It has also been marketed for export to several countries.

The Great Rafale features a delta wing combined with active integrated (close-coupled) canard to maximize maneuverability, while withstanding 9 g or −3.6 g  and maintaining stability in flight.

The canard also reduces landing speed to 115 knots (213 km/h; 132 mph). According to internal sources (Les essais en vol du Rafale) low speed limit is 100 knots (190 km/h; 120 mph), but 80 knots (150 km/h; 92 mph) is sometimes demonstrated during airshows by pilots willing to showcase "low speed qualities of the aircraft".

"A minimum of 15 kt have been reached during simulated combat vs a Mirage 2000 by an aggressive pilot." The aircraft can operate from 400-metre (1,300 ft) runways.

Although not a full-aspect stealth aircraft, the Rafale was designed for a reduced radar cross-section. 
To reduce the radar profile, extensive use of composite materials and serrated patterns on the trailing edges of the wings and canards have been incorperated on the Rafale

In the late 1970s, the French Air Force and Navy were seeking replacements for its aircraft. To save development costs, France agreed with four other nations to produce an air dominance fighter, but subsequent disagreements led to a split. 

To satisfy stringent criteria formulated by the Ministry of Defense, Dassault built a technology demonstrator to prove the viability of its new product. 

Further development led to the current Rafale variants, which embody innovative avionics and aerodynamics, optimised for air supremacy operations.
