Scaling Pattern in JPSC Creates Controversy on 4th PT Result



The release of marks on his newly unveiled web site of JPSC has further increased discontent amongst the aspirant who lost their chance to write the mains.

Out of 850 selected aspirants in general candidate Geography, Public Administration and Sociology and Economics dominated while ever green subject History has lost their momentum this year.

The aspirants are disappointed about the scaling pattern adopted by the JPSC,it is quite funny but reality that the scaled marks of the several student exceeds the total marks(GS=100,Optional=200) for that examination was taken.

However it is well known fact that scaling system is faulty one, so UPSC has dumped due to agitation of the informal organization of Transparency Seekers who fought the case against the UPSC from the CIC to Supreme Court.

In the mean time while case was going on in various court UPSC has smartly acted and changed the examination pattern by introducing negative marks in 2010 and further introduction CSAT from current year.

However the moderation is still under practice in mains examination as it is statistically better tool to stop the aspirant to take undue advantage in mains optional papers.

Earlier in PT UPSC were using scaling and in Mains Moderation process.

JPSC Releases Marks of the Aspirants who appeared in 4th JPSC PT Examination

Ranchi, Sept, 17: Amid increasing controversy with the 4th JPSC result as a clearing exercise and to create more transparent system JPSC has releases the marks of the aspirant on the newly constructed web site of the commission.

Few days back JPSC launched the new web site which is totally changed from older one and it looks better and professional. JPSC web site has got new address and new features as well in this revamp.

Earlier large number of students have registered their protest against the less number of result declared by the JPSC in 4th PT.

However JPSC claimed that nothing is wrong in it because in the notification of the examination it was clarified that only 10 times of result against the valency will be released in PT.

Despite of new release the uncertainty looms because JPSC is yet to notify the process of mains examination.

The students who cleared the PT is waiting for the mains forms to be dispatched by the JPSC but till now no initiatives has been taken by the Commission.

12th Five Year Plan is for "faster, sustainable and more inclusive growth"


The Union Cabinet  approved the Planning Commission's proposal to place the Approach Paper to the 12th Five Year Plan before the National Development Council (NDC).

The  theme of the  the 12th Five Year Plan is "faster, sustainable and more inclusive growth", Information and Broadcasting Minister Ambika Soni told media here.

The Approach Paper  to the 12th Five Year Plan has proposed a target of nine per cent growth for the 12th Plan. Health, education and skill development, environment and natural resources and infrastructure development will be the focus areas in the 12th Plan. 

The meeting of the Planning Commission on 21st April considered a presentation on “Issues for the Approach to the 12th Plan”. Based on the discussion, the Commission has finalized a Draft Approach Document.

The basic objective for the Twelfth Plan is faster, more inclusive and sustainable growth. With the conviction that an inclusive growth strategy is essential to address some of the main growth constraints outlined above, and to make the target growth rate feasible. 

The key instruments for making growth more inclusive which are Better performance in agriculture (at least 4% growth).Faster creation of jobs in manufacturing sector, stronger effort at health, education and skill development.

Reforming the implementation of flagship programmes to increase their effectiveness in achieving the objective of greater inclusion.

Special challenges focused by vulnerable groups and backward regions. The need for a special focus on backward regions has particularly become urgent.

Re-estimate India’s water balance basin-wise. All aquifers must be mapped over the next five years and aquifer management plans put in place. It targeted to create 100,000 MW of new power capacity in the Twelfth Plan.

Marks of deserving students slashed by JPSC:Vigilance bureau


Ranchi, Sept. 16: Vigilance bureau is putting lakhs of answer copies of the tainted civil services exams conducted by Jharkhand Public Service Commission (JPSC) in 2003 and 2007  under the scanner after a random sample check revealed that marks of normal candidates were slashed to enable the “favoured” ones to shine.

What was well known so far was that marks obtained by some candidates were doctored. But now, M.V. Rao, IG , told The media that the marks of a number of “normal” candidates were reduced in “later stages” to make way for the chosen ones, a startling revelation that showed up in a test check.

This was done simultaneously while enhancing the marks of the favourites to strongly underline the disparity in marks. Following the discovery, a fresh look has been ordered into all the answer copies of the JPSC-organised first and second civil services exams, Rao said.

“Investigations into the first and second civil services examinations conducted by JPSC have come up with conclusive evidence of candidates whose marks were increased at a later stage to enable them to clear the exams. In many cases, answer copies were not evaluated at all, but handsome marks were allotted to select candidates in the final mark sheets published by JPSC,” Rao added.

For the vigilance department, the fresh look into all answer copies is an uphill task.

In JPSC-1, nearly 50,000 aspirants had appeared in the PT . In the PT , each candidate was required to appear in two papers — general knowledge and one optional paper — from a list of optional subjects, which add up to one lakh answer copies. In the final written exams, 9,488 candidates had appeared in seven subjects, making the total number of answer papers 66,416 that the vigilance sleuths will now have to review.

64 candidates were finally declared successful in JPSC-1. A vigilance FIR lodged on April 27, 2011, declared that at least 32 candidates were “favoured” as part of a conspiracy by former members of the commission.

In JPSC-2, 46,700 candidates had appeared in the preliminary exams of which 12,300 candidates appeared in the final written exams. Since candidates were required to appear in two subjects in the preliminary exams and five in the final exams, 1,79,500 answer copies now require the vigilance review.

Finally, 177 candidates were declared passed in JPSC-2. The vigilance bureau has indicted 19 candidates found to be “favoured” by JPSC members.

“It is a mammoth task. We have to go through more than 3,45,000 answer copies of the first and second civil services exams conducted by the JPSC. A team has been constituted to go through the answer copies. The review process is on,” the IG vigilance said.
