Controversy and JPSC seems to have umbilicus relationship, 4th Civil Services examination final result which was released by the commission few days back came under cloud of scaling controversy.
Unsuccessful candidates are calming that JPSC has violated the notification by implementing some short of scaling process that has upgraded or downgraded the actual marks scored by the candidates.
Following the scaling method adopted in PT result which is yet to get final nod of the High Court JPSC adopted the same scaling methodology that sparked the controversy.
Lekhraj Naag emerged as the topper by scoring 1122.83 marks, followed by Neetu Kumari (1105.61),Kanchan Kumari Bhudaulia(1103.20),Kumar Venketashwara Raman (1103.20),Sandeep Kumar Gupta(1099.20).
Several students got more than 90% some even above 99% in the mains papers ,although these are the scaled marks but given the pattern followed by the other PSC it looks like abnormal.

ReplyDeleteab to controversy merit v/s desirability of 'scaling process in the exam.'ho gaya hai- agar sirf final marks par hi exam process chalta to sayad itna controversy bhi nahi hota aur ab tak 5th jpsc ka mains ho raha hota-jpsc sirf job aspirants ke carrier ke ssath experiment karne par laga-govt. aur court ko bhi situation ke gravity se jyada matlab nahi hai-anyway it is now upon the job aspirants to fight the inustice through court or proceed to face the same tune with the next exam-

Roll no 7100902 wala case me hi jpsc fans jaygi. Aaj ho ya 1 saal bad logo ko justice jarur milega. Pass fail badi chis nahi hai. Agar system and rule sahi ho to sahi log hi pass honge. Yaha scaling galat method se hua hai kuchh logo ko fayda pahuchane ke liye. Ek hi sub me kisi ko 99% kisi ko 6%. Clear indicate karta hai ki scaling mains result ke baad hua.

Jpsc me pahle se 7 cases chal rahe hai. Ek case last month accept hua. Ab final par case. Ek bhi ulta pada to kya se kya ho jayga!

Ab mains ke baad scaling ke chalte kisi ko 99% to kisi ko 6% mila jabki unke raw marks me jyada difference nahi hoga.. aur mains me scaling kahin nahi hoti.. hota hai to moderation...kaun sa subject aaya wo important nahi hai kaun ladke aaye aur kinhe aana chahiye tha ye important hai.usi subject ke kisi ladke ko 99% aur kisi ko 6 jabki raw marks me jyada difference nahi hai..

See in above case there is no use of gs and interview.. itseems this time scaled marks in optional is everything and gs and interview is redundant..

1. JPSC has declared mains result on the basis of unscaled marks and later after interview they scaled the marks of main exam and then declared final result on the basis of scaled marks.Its case of arbitrary decision by JPSC.
2.UPSC follow moderation for main exam, but JPSC done scaling and inflated the marks UP TO99.25% in even humanities papers.most of the selected candidates awarded between 90-99.25 % scaled marks on other hand in same subject due to scaling candidates awarded even only 6% marks.
3. After result of main exam the process of scaling is gross violation of ART 14 &Art 16 of constitution,those failed in main exam.
4. DUE TO SCALING AFTER INTERVIEW the difference of marks between selected candidates is more then 200-300 and 500 marks in some cases,where total marks 1400. (1200 optional+gs and 200 interview).
it clearly indicates that the scaling method is faulty. Topper of exam has scored 790 marks out 800 in two optional papers after scaling.
5.My humble request to you all kindly look in to the matter for the sake of meritorious candidates of our state, you will be very much able to understand this arbitrary and illegal decision of JPSC .
students should understand the complexity of the matter.

ReplyDeleteI Moderation and scaling of marks are two different techniques used by examining authorities for achieving common standard of assessment of marks.
II UPSC does not apply the method of scaling of marks in evaluating the answer-sheets of the candidates pertaining to Civil Services (Main) Examination and confines the application of the said method in evaluation of answer-sheets of the candidates pertaining to Civil Services (Preliminary) Examination.
III The method of moderation of marks propounded by Supreme Court in Sanjay Singh‟s case (supra) is similar to the W.P.(C) No.6586/2010 & Conn. Matters Page 38 of 43 one applied by UPSC in evaluating the answer-sheets of the candidates pertaining to Civil Services (Main) Examination.
Moderation method adopted by UPSC as follow:-
Head-Examiner for the evaluation of the answer-books of that subject/paper. Whenever the number of candidates is very large in a particular subject, the Commission appoints Additional Examiners from amongst subject experts. Each Additional Examiner evaluates approximately 250 to 300 answer books. To achieve uniformity in valuation, where more than one examiner are involved, the UPSC arrange for a meeting of the Head Examiner with his additional examiners for each subject soon after the examination is over. At this stage, they thoroughly discuss the question paper and the appropriate answers. They also carry out a sample valuation of answer books and this is reviewed by the Head Examiner and variations in marking, if any, are further discussed. After the discussion is over and the standard of evaluation of Answer Scripts has been decided upon, the examiners disperse and complete the valuation of answer books according to a given time schedule. 21. This exercise alone is not enough to bring about uniformity of assessment since, in the process of valuation, the examiners tend to deviate from the standards laid down by Head Examiner and expected to be followed. The UPSC therefore, apply further checks to ensure uniformity in evaluation
answer scripts. 22. After all the answer scripts duly evaluated are received back in the office of the UPSC from each Additional Examiner, they are kept separately each Additional Examiner-wise. To ensure that Additional Examiners have not deviated from the uniform standards of evaluation and followed the agreed norms the Head Examiner conducts sample survey W.P.(C) No.6586/2010 & Conn. Matters Page 13 of 43 of the 20 answer books (ten highest scoring answer books and ten selected random in respect of each of the additional examiners). Depending on the standards adopted by the additional examiner, the Head Examiner confirms the awards without any change or carries out upward or downward moderation according to the degree of leniency or strictness in marking. The awards given by the Head Examiner of these revalued 20 answer books are accepted as final. 23. As regards the other answer scripts, to achieve maximum measure of uniformity inter se the examiners, the award of marks by the additional Examiners are moderated as considered appropriate by the Head Examiner. To achieve the uniformity in the standards of evaluation, this exercise is done in regard to each subject in the Main Written Examination

ReplyDeletesecondly I have asked from JPSC to provide the certified copy Noting of decision of scaling taken by JPSC,This document will help us in court to proof how jpsc has taken arbitray decision to scaled the marks.
Thirdly I have asked for formula by which scaling has done by JPSC in main exam.
Fourthly scaling is not due a process for moderation of marks in main exam as stated by UPSC .
In conclusion I have firm view that the officials involved in the exam/selection process are biased and malafidely grossly violated the policy of selection process and extended the benefit to the undeserveing candidates and denied the opportunity to the meritorious candidates, their ranking in seniority list also has been manipulated.The candidates though they have obtain higher marks and higher position in merit list finaly their not figured in list of successful candidates.

@ skumar.. yaar baat aisa hai ki yaha identity reveal nahi karna chahta.. main 2011 batch IPS officer hu aur meri training 23dec se start hai, jpsc mains nahi diya tha par mere sare doston ne diya tha isliye interest bana hua hai.. anyways ek baad yaad rakhna ki upsc ki tarah jpsc bhi ek constitutional body hai aur aap abhi student ho reformer nahi.. aap high court jao aur phir supreme court mere lie koi badi baat nahi hai.. jpsc ne pehle hi sare legal opinions le rakhe.. jis din in sab se haar jaoge tab yaha pe likhna jarur main wait karunga. all d best..

aur doosri baat scaling me average marks aur deviation ka sue kiya gaya hai .Ab chunki jo v ladke mains qualify kiye hain unka avg marks jyada hai aur deviation v kam hai.. jiske chalte topper ko to thik marks mil 397 ke range me but jis kisi ko v avg se thoda v kam marks tha uska scaled marks kafi kam ho gaya i mean 210-220 ke range me..
Yahi agar total 2200 students par scaling ki jati to avg marks per subject kam hota as usme bahut ladke ke kam marks v honge tavi wo raw marks me qualify nahi kiye as well as deviation jyada hota.. so toppers ko to avi v 397 mailte but jinko 210-220 mile hain avi unhe 270280 ke aas paas milta aur wo v shayad final qualify karte..

ReplyDeletecongrats dear for being an IPS officer .I am uable to understand why are defending and justifying the wrong deeds of JPSC,can You justify 95-99.25% marks in both optional papers?one hand candidates getting 95-99.25% and otherhand candidate got mere 6% marks in optional due to scaling,do you U convinced that the process of scaling is correct? I hope you will re think on this issue to knowing above facts of scaling and hope you will try to make unbiased view.Logical and unbaised view and idea always appreciated by the people.

upsc me scoring pattern check karna.. psychology me 25 out of 300 bhi diya hai.
upsc me accha marks 50-60% hota hai par last jpsc me accha marks 70-80% bina scaling k tha.. ab scaling hoga to marks to inflate karega na?? dimag lagao..

ReplyDeletedost wo last year tha jab ki faulty scaling ka use karke science subject ke ladke bahut number me qualify karte the.. 2000 se upsc ne scaling system badal di.. pahle tp 20 me 18 math physics hote the.. ab top 100 me 2-3 math physics hote hain.. BTW I have math as an ptional..
So at that time scaling was faulty.... jab jnu aur du ke ladkon ne dharna diya to use change kiya gaya.. 2000 se..
Mujhe galiya dekar kya paoge? mujhe galiya dekar JPSC ke act ko justify kar nahi paoge, yadi Exam process ke fairness se convinced ho to interview ke bad scaling process ko justify kar dikhao, kya commission arbitry decision le sakta hain? JPSC ne interview ke bad kis basis par scaling kiya, if u are satisfied then ok ? but any aggrieved person moving in the court or putting his view then how can you say, he is misleading?Yaha koi dudh pita bachcha nahi hai jo mislead honge all are very matured and able to understand kya sahi hain aur kya galat.

I have already said that "Meri ladai kisi individuals se nahi balki system aur selection process ki irreglarities ke against hain andI dont think ki mera hi selection hona chahiye,balki selection process fair,transparent and judicious ho aur kisi ka bhi selection ho wo uske merit se ho naki kisi faulty formula ki wjah se. Faulty/illegal scaling process ke dwara Undeserving and deserving ka faisla galat hain.

ReplyDeleteMy friends, its 100% true that scalling has been done after interview. Because of this jpsc is unable to provide the marksheets to mains failed candidates. Those candidates names are in final list , they should be thankfull to jpsc for qualifying them because they have not qualified by themselves but by the grace of jpsc. s.kumar is very right.

Passwalo aisa lagta hai @skumar ne aap sabo neend uda diya hain.something fishy in result otherwise the pass candidates to jashn manane me busy hote,aur saach ko aanch kaha .Pass karne walo ki bato me jo dar dikh raha hai wah bat hazam nahi ho rahi usse lagta hain IN OUT GAME ke pure chances hain.

How JPSC can scaled the marks of two paper combinedly,when you have taken exam separetly , Any commission do scaling like this? Combined scaling is also major procedural lapse,it greatly impacted the marks, if a person get higher marks in paper I ,but avarage marks in PaperII, due to this scaling he got added advantage in paperII and vice versa when paper II performance is below average .So This scaling process is errorneous.

Although multiple choice question papers can yield full marks in any subject, Union Public Service Commission applies scaling at the UPSC Preliminary Examination stage for two reasons: the variations in the inherent difficulty of various subjects and the variations in a given year in the difficulty of each question paper.
ReplyDeleteAt the main examination, there is a third reason as well: inherent subjectivity of the different examiners dealing with the same subject. To ensure uniformity, examiners of each subject meet before evaluating the answer books.
After the evaluated answer books are returned by the examiners, their head conducts a random sample survey to verify if each of them has followed the norms. If any examiner is found to have deviated, then the head examiner makes alterations to achieve uniformity in valuation.
The quantum of moderation applied by the head examiner is proportionate to the degree of liberality or strictness in the marking done originally by the examiner.
Besides striving for uniformity in valuation, Union Public Service Commission applies moderation to bring about uniformity even in the difficulty of the 50 odd subjects that are offered as optionals in the mains.
Union Public Service Commission considers "the statistical position of each subject"to find out if the question paper in a given year has been easy or difficult. It accordingly does "statistical moderation by linear transformation wherever considered necessary."
lThe marks obtained in the UPSC Preliminary Examination are not disclosed since it is anyway meant to be only a "screening test."Besides, the disclosure of marks awarded in the objective type test could easily betray the moderation formula

ReplyDeleteDOSTO !! UPSC is silent on how the scaling system is done, one can only assume and presume. Similarily you can GUESS only about scaling method adopted by JPSC. You can not get formula how they do scaling,even if you go court. Bcaz it is not included in RTI. So patthar se sir marna chhodo aur agli taiyari me lago.

I. Moderation and scaling of marks are two different techniques used by examining authorities for achieving common standard of assessment of marks.
II UPSC does not apply the method of scaling of marks in evaluating the answer-sheets of the candidates pertaining to Civil Services (Main) Examination and confines the application of the said method in evaluation of answer-sheets of the candidates pertaining to Civil Services (Preliminary) Examination.
III The method of moderation of marks propounded by Supreme Court in Sanjay Singh‟s case (supra) is similar to the W.P.(C) No.6586/2010 & Conn. Matters Page 38 of 43 one applied by UPSC in evaluating the answer-sheets of the candidates pertaining to Civil Services (Main) Examination.
Moderation method adopted by UPSC as follow:-
Head-Examiner for the evaluation of the answer-books of that subject/paper. Whenever the number of candidates is very large in a particular subject, the Commission appoints Additional Examiners from amongst subject experts. Each Additional Examiner evaluates approximately 250 to 300 answer books. To achieve uniformity in valuation, where more than one examiner are involved, the UPSC arrange for a meeting of the Head Examiner with his additional examiners for each subject soon after the examination is over. At this stage, they thoroughly discuss the question paper and the appropriate answers. They also carry out a sample valuation of answer books and this is reviewed by the Head Examiner and variations in marking, if any, are further discussed. After the discussion is over and the standard of evaluation of Answer Scripts has been decided upon, the examiners disperse and complete the valuation of answer books according to a given time schedule. 21. This exercise alone is not enough to bring about uniformity of assessment since, in the process of valuation, the examiners tend to deviate from the standards laid down by Head Examiner and expected to be followed. The UPSC therefore, apply further checks to ensure uniformity in evaluation
answer scripts. 22. After all the answer scripts duly evaluated are received back in the office of the UPSC from each Additional Examiner, they are kept separately each Additional Examiner-wise. To ensure that Additional Examiners have not deviated from the uniform standards of evaluation and followed the agreed norms the Head Examiner conducts sample survey W.P.(C) No.6586/2010 & Conn. Matters Page 13 of 43 of the 20 answer books (ten highest scoring answer books and ten selected random in respect of each of the additional examiners). Depending on the standards adopted by the additional examiner, the Head Examiner confirms the awards without any change or carries out upward or downward moderation according to the degree of leniency or strictness in marking. The awards given by the Head Examiner of these revalued 20 answer books are accepted as final. 23. As regards the other answer scripts, to achieve maximum measure of uniformity inter se the examiners, the award of marks by the additional Examiners are moderated as considered appropriate by the Head Examiner. To achieve the uniformity in the standards of evaluation, this exercise is done in regard to each subject in the Main Written Examination .

cancel the result through court case,the best soution.it is question of justice to all of us.due to faulty scaling system some non deserving person should not be future beauracrat of jharkhand.they simply donot deserve it ,at any cost.now,they most be happy and waiting to join training.t should be stopped at any cost,otherwse we kow about judiciary system of jharkhand,still matter of 4th pt case is pending.

ReplyDeleteJPSC has done very serious mistake by scaling both papers in a combinedly.Every commissions do scaling seperately for each paper, But JPPSC has done scaling in unique way by combined marks of both papers,so scaling process has become questionable .Freinds we should give represantation to Hon'ble Governor of Jharkhand in this matter and chairman JPSC for revised result on the basis of raw marks or adopting UPSC's formula of moderation.

ReplyDeleteI am standing on the fact hat there is serious lacunae in the way scaling has been adopted after interview and also the fact pointed out by skumar about mistake commited by jpsc in doing combined scaling is correct.
Yes one should start preparing for 5th pt but at he same time one must fight wrong doing... Even though there is no doubt that this time jpsc has done far better job than previous years.. but still wrong is wrong...

I have gutt feeling that JPSC scaling of both papres marks combinedly is errorneous and JPSC cant defend combined scaling of both paper in court.

lagbagh 250 student jo interview diye the agar unko interview ka 200 marks bhi de diya jaye to bhi wo final merit list me nahi aa sakte.
exmple……
st candidate me 657, 654, 661,671, marks mains me mila aur inka interview call kiya gaya ab aaplog mains ke marks me interview ka marks add kare
inko 200 bhi interview me mil jaye to bhi final list me nahi aa sakte.
scaling ke karan geography me 24/400 n 392/400
anthropology me 72/400 n 395/400
lsw me 119/400 n 397/400 etc. ye sabhi interview diye aur fail bhi hogaye.
mai yaha ye batane ka kosis kar raha hu ki scaling ke karan marks ka variation itna jyada nahi hona chahiye.
again case file maine kiya hai jiska date 13/12/12 ko hai
case no. wps 7050/2012 (kishor kumar chopra vs state of jharkhand)
ek case aaj file kar raha hu upar jo point diye hai uspar.
dono case ka advocate manoj tandon hai.
lekin court me sunwaai ho tabhi justice mil payega.

(1) 24/400, 72/400 , 119/400 inka minimum qualifying marks bhi nahi hai. Ye mains me pass kaise hue. Clear hai scaling mains ke baad hua.
ReplyDelete(2) dono paper ka combined scaling hua. Isse keval ek paper me hi achhe marks hone par bhi high score karne ka benefit mila.

ReplyDeleteInterview diye students jo phel ho gaye hain and they have got abnormally high marks and abnormally low marks kindly share their marks,it will help a lot in HIGH COURT to proof that JPSC has applied errorenous formula of scaling.Case has been filed against scaling in HIGH COURT.

याचिका दायर: चतुर्थ जेपीएससी नियुक्ति में गड़बड़ी का आरोप लगाते हुए झारखंड हाइकोर्ट में जनहित याचिका दायर की गयी है. प्रार्थी मनोज कुमार की ओर से याचिका दायर की गयी है. इसमें कहा गया है कि नवंबर में जारी रिजल्ट में कई अनियमितताएं हुईं हैं. कट ऑफ मार्क्स तय नहीं है. पेपरवाइज अंकों में भी पारदर्शिता नहीं है. प्रार्थी ने रिजल्ट निरस्त करने का आग्रह किया है. source prabhat khabar

ReplyDeleteCourt me hearing kab hai? ab tak to JPSC ke kaan me jun nahi reng rahi thi. Raw marks ke aadhaar par hi re-revised result jaari karna chahiye. JPSC apne hi jaal me is bar phans gaya hai, jin candidates ka final selection hua hai unki bhi saanse atki hue hai.

ReplyDeleteMujhe jab pata chala tha ki scaling ke baad history me kafi kam marks mile hain ladkon ko to maine use galat kaha tha.. main pt me scaling ke khilaf nahi tha na hi mains me hoon but ek tarike se hona chahiye.. Pt me maine v proportional ki baat ki thi.. yahan par scaling kiya gaya hai ye issue nahi hai.. scaling me highest 400 de diya gaya hai aur lowest 24 ye issue hai aur saath me combined scaling n sabse badi baat interview kie baad scaling.
main ajay ki alochana uske attitude se karta tha---- hamesha cancel matlab cancel.. maine start se kaha ki jo karna hai wo court se hoga aur jaldi karo.. agar unhe pt cancel karana tha to wo april me pt exam ke baad jate.. but gaye pt result aane ke november me. uske baad kisi v haalat me pt cancel nahi ho sakta tha.. bus sabka time barbaad ho raha tha...aur finally pt cancel kisi v haalat me nahi hua.. me4re saare post dekho anubhuti me..

जेपीएससी घोटाले की रिपोर्ट पेश
ReplyDeleteरांची: झारखंड हाइकोर्ट में मंगलवार को जेपीएससी नियुक्ति घोटाले को लेकर दायर विभिन्न याचिकाओं पर सुनवाई हुई. चीफ जस्टिस प्रकाश टाटिया व जया राय की खंडपीठ ने कहा कि सुप्रीम कोर्ट में मामला लंबित है. सात जनवरी को सुनवाई होनी है. इसलिए मामले की अगली सुनवाई जनवरी के तीसरे सप्ताह में होगी. खंडपीठ ने सीबीआइ को पुन: स्टेटस रिपोर्ट दाखिल करने का निर्देश दिया.
इससे पूर्व सीबीआइ की ओर से अधिवक्ता मो मोख्तार खान ने सीलबंद रिपोर्ट दाखिल की. प्रार्थी की ओर से अधिवक्ता राजीव कुमार ने पक्ष रखा.
उल्लेखनीय है कि प्रार्थी बुद्धदेव उरांव व अन्य ने जनहित याचिका दायर कर जेपीएससी द्वारा ली गयी परीक्षाओं में बड़े पैमाने पर गड़बड़ी का आरोप लगाया है. साथ ही मामले की जांच सीबीआइ से कराने का आग्रह किया है. वहीं अधिकारियों का बरखास्तगी आदेश निरस्त करने संबंधी एकलपीठ के आदेश को राज्य सरकार द्वारा अपील याचिका दायर कर चुनौती दी गयी है. सभी याचिकाओं की सुनवाई एक साथ हो रही है.

ReplyDeleteAap sahi baat kar rahe hain rajan ji, ab sahi mudde ki ladai court me hogi. Raw marks ke aadhar par hi 4th jpsc ka final re-revised result nikalna chahiye, tabhi fair hoga.
4th JPSC me kuch nahi hone wala hai...

ReplyDeleteab 5th pt bhi delay ho jayega-4th pt par court ka final decision abhi tak nahi aya hai=final result ka dcision bhi h'court ke marji par hi hai- court issues ko seriously nahi le raha hai-aspirants ke career barbad ho raha hai=j'govt ko koi matlab nahi-these only proves true for a 'jungle state of j'khand-
ReplyDeleteGS n interview me highest marks 70% ke range me hai, gs me to aur v kam hai.. jabki optional me 100% ke range me.. isse gs aur interview ka importance hi khatm ho gaya..Baki paper me v highest marks 70% ke around hona chahiye tha.
ReplyDeleteSuppose kijiye kisi student ko kisi paper me scaling ke baad 398 hai aur kisi ko 298 to difference 100 marks ka ho gaya
YAhi agar highest 70% yani ki 280 diya jata to doosre student ko jise ki avi 298 mila hai use 298/398*280=209 milta usi proportion me.
to uska difference ghatkar sirf 71 marks rah jata jo ki wo gs aur interview se compensate kar sakta tha..
ye bahut important point hai.. highest post scaled marks 398-399 dene ke chalte students ke optional marks me difference kafi jyada ho gaya hai aur GS n interview ka important hi khtam hogaya..
agar optionals me inflate kar 400 karna tha to interview and gs me v usi ratio me marks barhana chhaiye tha wahan v highest 200 milna chhaiye ha per paper..
ya optionals ka highest reduce kar 70% ke range me lana chahiye..
this is most important point against abnormal scaling. has this point presented in court

3.Main result unscaled marks aur final scaling ke bad .
4.Main fail students ko JPSC marks kyo nahi jari kar raha hai?
5.Jpsc ne optional ke 2 papers ka combined scaling milakar kar diya,IS mamle meJPSC ne manmani karne ki seema par kar di. Ab court mein ese kaise justify karte hain ye dekhna hain.

ReplyDeletekyon discourage kar rahe ko sabko bhai...itne selfish bhi mat bano. Is month me 5th jpsc ka notification zaroor aayega, filhaal jpsc JE ke interview me busy hai, ummed hai 22 Dec k baad notification aa jayegi.

Chalo atleast kuch reply to aaya.. mere mail ka to avi tak nahi aaya hai.. even after je interview if they look into the issue that is a gr8 thibk because irregularities itni badi hai ki koi thoda v dekhna chahe to use dikh jayega....
