IMPACT:Right to Service Act 2011


Patna,jan,27: The Right to Service Act 2011 which came into force in Bihar from August 15 that covers about 50 services that comes under 10 different departments.The Right to Service Act has changed the canvas of governance by providing services to the people in a time-frame.

The provision in the Act accelerated the service delivery in timely and orderly manner the applicant seeking services gets an unique identity number which the concerned applicants were to see on the website of the General Administration Department to track their request.The applicants can also track the status of their service request by sending SMS on their mobile phones by typing 'RTPS space 56677'.

Further more an applicant not having a cell phone can dial on a toll free number to get the update on their service request.Innovative software, called 'Adhikar' has been developed to provide computerized service request processing.

The RTPS assistants in all 10 departments across 38 districts and all blocks across the state have been given specialized training for it.People are getting Caste/income/domicile certificate, Ration card, Social Security/ Pension scheme, Land registration and related services, Driving license, Scholarship, salary certificates, mutation papers, transport papers and ,character certificates etc as per their need.

The online system has their own advantage as all citizens of Bihar can to submit applications for caste, income and domicile certificates over the internet. People living in far villages will not have to travel long distance to submit their applications.

The service for all the applications has to be completed in given time frame. If the work in not done in given time frame as per act then the officers responsible will have to pay a penalty up to Rs.5, 000.Bihar is the first state in India to put into place a well-laid arrangement using its own specially made software for providing timely public services. Bihar RTPS Act covers 10 depart.
